Summary of Work The Consultant will be tasked with coordinating public outreach and engagement, focusing on diversity, equity and inclusion, to refine and develop a preferred conceptual design. Public outreach and engagement will need to work with multiple stakeholders including residents, business owners, non-profits, citizen boards and task forces, and City staff. The goal of the initial outreach phase of the project will be to update portions of the existing Master Plan based on existing and future conditions and current community input. Phases identified in the Master Plan to be updated include: Play Area and Picnic Zone; West Access and Parking Zone; Café Zone; Gathering Plaza and Lawn Zone; and East Access and Parking Zone. Elements to be considered for future development include: expanded parking, public restrooms, universally inclusive multi-generational playground, skatepark/pump track, urban plaza, splash pad, improved water access, water and retail concessionaire facilities, improved trails, covered activity area, landscaping, and lighting. The City reserves the right to terminate negotiations and open discussion with the next-highest rated consultant. This process will continue until a successful contract is negotiated or the City terminates the process. Scoping work will begin in May 2023. The goal is to complete a preferred conceptual design in January 2024. As of March 31, 2023, the due date and time has been confirmed with the owner.
