The City of West Des Moines, Iowa, is seeking a consultant to develop a long-range traffic model for the growth areas on the western and southern portions of the City. The model will help guide City staff in planning for future roadway corridors, preserving right-of-way, and analyzing the need for future roadway improvements that will support the recently adopted Comprehensive Plan. During the proposal period, interested parties will be allowed to submit to the City written questions and requests for additional information via Eric Petersen, Principal Traffic Engineer, at Eric.Petersen@wdm.iowa.gov. Reject all proposals if the proposals do not meet the overall standards established by this Request for Proposals; are otherwise inappropriate; or if it is in the best interest of the City to reject all proposals. Development of an AM peak hour and PM peak hour travel demand model for the scenario where the entire planning area shown in Exhibit I is fully built-out ("full-build"). Model will need to utilize land uses from the Comprehensive Plan and the street network shown in the Ultimate Street Circulation Map in the Transportation Master Plan. Shapefiles and assumptions for these land uses, as well as a shapefile of the expressways, arterial streets, and collector streets (Exhibit II), will be provided by the City. Model will need to be compatible with software programs used by City staff. Currently staff uses TransCAD, Synchro, Microsoft Excel, and ArcGIS software when conducting traffic impact studies. Model will need to estimate turn movement volumes at all intersections of expressways, arterials, and collector streets. Model will need to account for growth areas outside of West Des Moines, utilizing long-range data from the Des Moines Area Metropolitan Planning Organization or other sources.
