Renovation of a laboratory facility in Kent, Ohio. Completed plans call for the renovation of a laboratory facility.

Project Description: The purpose of this project is to upgrade the HVAC system at the Akron Water Plant Laboratory due to age, maintenance, and obsolescence of the system. The HVAC and Building Automation System (BAS) is 22 years old, installed in 1994. Components of the system include a packaged chiller, a condensing boiler, chilled and hot water hydronic pumping, three (3) air handling units (AHU), eleven (11) VAV boxes, and seven (7) fan coil units. The laboratory also contains three (3) laboratory hoods. The chiller is one year old, and the boiler is 4 years old. All components to be replaced in-kind. City of Akron Local Goal: 18% EDGE/DBE/MBE/WBE/SBE/VBE (minimum 3% WBE) Disadvantaged Business (DBE) participation goals (subcontracts, materials, supplies) have been set on this Project for those certified as DBE's in accordance with a federal agency such as the Small Business Administration or the Department of Transportation or by an approved State of Ohio agency. The Unified Certification Program (UCP) administered by the Ohio Department of Transportation (ODOT) can provide necessary DBE certifications. All contractors and subcontractors involved with the project will, to the extent practicable, use Ohio products, materials, services, and labor in the implementation of their project. Domestic steel use requirements as specified in Section 153.011 of the Ohio Revised Code apply to this Project. Copies of Section 153.011 of the Ohio Revised Code can be obtained from the Ohio Department of Administrative Services. Except as provided in Section 102.07 of the City of Akron, Construction and Materials Specifications, 2008 Edition, each proposal must be accompanied by a certified check in the sum of 10% of bids on a solvent bank, or a bid bond in like amount, acceptable to the City of Akron, as a guarantee, that if the proposal is accepted, a contract will be entered into. Proposals may be held by City for a period not to exceed one hundred twenty (120) days after the date Proposals are opened for the purpose of reviewing the Proposals and investigating the qualifications of Proposers prior to awarding the Agreement. Except as provided in Section 34.09 of the City's Code of Ordinance, the Proposer to whom the Agreement is awarded will be required to furnish a performance and payment bond in the sum of 100% of the Contract Price for the faithful performance of the contract. The performance and payment bond shall remain in full effect until Final Completion of the Project. The Director of Public Service reserves the right to reject any or all bids, and to waive informalities General Information This project consists of the in-kind replacement of all HVAC components in the Laboratory located at the Akron Water Treatment Plant (AWTP) located at the address of 1570 Ravenna Road, Kent, Ohio, 44240. Description 1. HVAC equipment specified Trane replacement as per existing. 2. Replace existing VAV boxes (11) located in the attic. Size new boxes as per existing. Replace control valves and actuators for reheat coils. 3. Fan Coil Units (5): to be replaced 4. Unit Ventilators (2) to be replaced 5. Cabinet air handler with cooling coil located in ceiling exposed to be replaced 6. Replaced Chilled, Heating, and Reheat (AHU-1) hot water coils in AHU-1, and AHU-2, sized per existing. Pull coils, fabricate, and install stainless steel condensate pans into existing AHUs. Include condensate piping as needed. 7. AHU-3 (Trane unit located in basement) to be replaced 8. Lab Supply Air existing final box filters to be replaced with Laminar Flow Diffusers with replaceable HEPA filters (17 total) 9. Recommission air handlers 1 & 2 including full interior cleaning 10. Replace all existing Trane control systems with new 75F BAS system. Include valves, actuators, controllers, thermostats. Control of existing boiler, chillers, FCUs, pumps, and AHUs to be tied into new system 11. BAS system to be tied into WIFI for web-based monitoring and access. The proposed work will be done at an existing water plant which must be kept in operation 24 hours per day, 365 days per year. The Contractor shall arrange their activities in such a way as to minimize interference with the plant operation and maintenance personnel. All activities of the Contractor shall be coordinated with the City of Akron on a daily basis and shall include updates to the construction schedule
