Site work and paving for a sidewalk / parking lot in Lancaster, Pennsylvania. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

The City of Lancaster is seeking to retain a PennDOT prequalified contractor (prime or sub) to perform the Project as defined herein. The work generally consists of the replacement of existing curbs, sidewalks and associated work related to the construction of ADA compliant curb ramps at various locations throughout the City. A Project map and list of locations for the work is set forth in the introduction and project description. All bids shall be effective for sixty (60) calendar days from the date of the bid opening unless an award of the Contract is delayed by the required approval of another governmental agency, the sale of bonds or the award of a grant, in which case all bids will remain effective for one hundred twenty (120) calendar days from the date of the bid opening. The successful bidder will be required to provide performance and payment bonds equal to one hundred (100%) percent of the Contract price with suitable, reasonable requirements guaranteeing the performance of the Contract. This Project and Contract are subject to certain special requirements. For example, as more specifically detailed in the Contract Documents, the successful bidder shall be required to assure protection against discrimination for employees, applicants for employment, and subcontractors on the grounds of actual or perceived race, color, sex, religion, ancestry, genetic information, national origin, sexual orientation, gender identity or expression, familial status, marital status, age, mental or physical disability, use of guide or support animals and/or mechanical aids, and to make payment of certain minimum sararies or wages. The Project is being funded, by a Community Development Block Grant (CDBG) from the U. S Department of Housing and Urban Development (HUD). The attention of all bidders is called to the fact that the construction contracts are subject to the prevailing minimum wage rates as per the Pennsylvania Department of Labor and Industry, Bureau of Labor Compliance and the Davis-Bacon Act 940 U.S.C. 276a TO 276a-7) as supplemented by Department of Labor regulations (29 CFR part 5). The successful contractor, and all of his/her/its subcontractors will be required to pay laborers and mechanics employed on this Project not less than the minimum wages and fringe benefits stipulated in the Contract Documents and as required by the applicable laws referenced in this paragraph. The higher of the rates required by the Commonwealth of Pennsylvania or the Davis-Bacon Act must be utilized. Further, as a result of this project being funded with federal funds, contractors and subcontractors must comply with the following: . Executive Order 11246 of September 24, 1965, entitled "Equal Employment Opportunity," as amended by Executive Order 11375 of October 13, 1967 and as supplemented in Department of Labor regulations (41 CFR chapter 60). . The Copeland "Anti-Kickback" Act (18 U.S.C. 874) as supplemented in Department of Labor regulations (29 CFR part 3). . Sections 103 and 107 of the Contract Work Hours and Safety Standards Act (40 U.S.C. 327-330) as supplemented by Department of Labor regulations (29 CFR part 5) . All applicable standards, orders, or requirements issued under section 306 of the Clean Air Act (42 U.S.C. 1857 (h)), section 508 of the Clean Water Act (33 U.S.C. 1368), Executive Order 11738, and Environmental Protection Agency regulations (40 CFR part 15.) . Mandatory standards and policies relating to energy efficiency which are contained in the state energy conservation plan issued in compliance with the Energy and Conservation Act (Pub. L. 94-163, 89 Stat. 871), if applicable. CLARIFICATION DEADLINE 4/11/2023 4:00 PM Incomplete proposals and those received after the specified date and time will not be considered. Hand delivered, mailed, courier, faxed and/or e-mailed responses will not be accepted. Bids, after having been submitted, may be withdrawn by the bidder prior to the time set for the opening of bids upon the written direction to City through PennBid at http://www.pennbid.net. No withdrawal bids will be allowed within sixty (60) calendar days after said time, even though bids may not as yet been opened. The City will determine who is the lowest responsible bidder upon the basis of the bids submitted. The lowest responsible bidder need not be the bidder submitting the lowest dollar amount. The City may consider the quality of services supplied, responsiveness of the bidder, past performance of the bidder, experience of the bidder, compatibility of the bidder's processes with other City services, and the bidder's ability to handle the volume of work proposed. Further, consideration will be given to such matters as contractor integrity, compliance with public policy, record of past performance, and financial and technical resources. The City reserves the right to reject the bid of any bidder not possessing satisfactory qualifications. The City reserves the right to reject any or all bids and re-advertise if the best interest of the City will thereby be promoted. The City also reserves the right to waive technical defects if, in its judgment, the interest of the City shall so require. The City further reserves the right to waive any informalities in the bids received and reject any or all bids for any reason whatsoever. Included in its right to reject bids, is the right for the City, in its sole discretion, to reject proposals which are deemed by the City to be incomplete, conditional, or obscure, or which contain additions, erasures, alterations, omissions or irregularities of any kind. Question Deadline 04/11/2023 at 4:00 PM ET All questions about the meaning or intent of the Bidding Documents are to be submitted through the "Clarifications"| tab on the PennBid website to City's contract representative identified in the Invitation to Bidders in writing. The engineer's estimate is $400,000 to $500,000.
