The Hamilton County Board of County Commissioners hereby requests proposals from qualified individuals or firms to provide Administration services for Hamilton County's 2021/2022 Community Development Block Grant (CDBG) Housing Rehabilitation project. Certain federal and state requirements (such as equal employment provisions) will apply to the contract for this project. Professional services required shall be secured in accordance with CDBG Regulations including 24CFR, Part 85, and other procurement requirements adopted by the Florida Department of Economic Opportunity. Project will include housing repairs or replacement and demolition of substandard structures and other similar activities. Administration services will include complete management and reporting for the project to include, but not be limited to, the following tasks: environmental review, contract development, project/program management, financial tracking and advisory management, monitoring labor standards, review of policies and procedures, and all other federal or state imposed requirements for grant implementation and compliance. Submittals should include corporate information, personnel who would work on the project, related experience of those personnel, public entity crime form, management work plan showing milestones and expected timeframes, firm/personnel workload, and any other relevant information deemed necessary. Certified MBE firms are encouraged to submit certification documents with their proposal to receive bonus points in the evaluation process. Task analysis may be required for this contract therefore proposals should include proposed tasks to be accomplished. Proposals will be evaluated on an equal competitive basis using the following criteria: (1) experience or ability to become experienced with the Florida Small Cities CDBG program or similar programs (30 Points); (2) staffing and management (20 Points); (3) technical approach to local needs, including task outline or work management plan for proposed completion (20 Points); (4) familiarity or ability to become familiar with local conditions (25 Points); (5) quality of references and their responses (5 Points). The fee quoted must indicate a basis for calculation and submittal. Fees may be quoted as lump sum, hourly rate or task completion rate. Any proposals received after this date and time will be rejected. Proposals will be opened as soon as possible after the submission deadline. Evaluation and selection will occur in accordance with CDBG requirements at a time and place to be determined. An evaluation committee may be appointed and interviews may be conducted. Any contract resulting from the process will be subject to review and will be fashioned so as to protect the County's interest. The Commission reserves the right to waive any informalities or irregularities in the proposal process and to award the contract in the best interest of the County. The method of contractor selection has not been determined at this time.
