______________ PROJECT DESCRIPTION This request for proposals will be used by TAMC to select a consultant or consultant team to perform land surveying, engineering design, right-of-way, utility relocation, community and stakeholder outreach, bidding support, and grant application support for the California Avenue segment of the Fort Ord Regional Trail and Greenway (FORTAG). The design and right-of-way will be reviewed and approved by TAMC and the City of Marina. Attachment A is a draft Scope of Work. A final Scope of Work will be made a part of the professional services agreement between TAMC and the consultant. A copy of the standard TAMC agreement anticipated to be utilized is Attachment B. Any requests to modify the standard contract provisions must be made as part of the request for proposals. A single document will be prepared between the Consultant and TAMC consistent with the provisions of these attachments. It is important that the consultant have the capability to work closely with Agency staff. The consultant or consultant team must be prepared to undertake whatever liaison and meetings are required to satisfy this requirement. PROJECT SCHEDULE This project is anticipated to take approximately 1.5 years to complete, starting in September 2023 and being completed by February 2025 Inquiries relating submitted no later than 12:00 noon on Monday, April 10, 2023, ______________________________________________________________________________________________________________________________________________________________ DEL REY OAKS – The first city on the Monterey Peninsula scheduled to get a section of the Fort Ord Regional Trail and Greenway built has moved a step closer to seeing the project begin construction after approving a resolution to sign a supplemental agreement. At its meeting on March 28, the Del Rey Oaks City Council voted to approve the signing of a supplemental agreement with the Transportation Agency for Monterey County for the FORTAG project by a 4-0 vote. The city’s counsel recommended that council members recuse themselves from the FORTAG resolution process at the meeting if their homes are within 500 feet of the planned trail. Mayor Scott Donaldson said his home is not within that parameter. Council member John Uy does not have a financial interest in the home he lives in, nor does council member Jeremy Hallock and both may live within 500 feet of the planned route. Both council members Kim Shirley and Bill Ragsdale-Cronin have homes within close proximity to the proposed trail. The only council member that chose to accept counsel’s recommendation to recuse himself was Hallock who said though he is a renter of his home and has no real estate interest, he would opt to do so. The Fort Ord Regional Trail and Greenway project is part of a larger effort to connect communities in and around the former Fort Ord Army Base to each other and to education, employment, community, and recreation centers, says the Transportation Agency, the project’s lead agency, on its website. FORTAG is a proposed new paved regional active transportation route that will serve as a safe pedestrian and bicycle corridor connecting Seaside, Marina, Del Rey Oaks, Monterey and unincorporated community residents to CSU Monterey Bay, the Fort Ord National Monument and the Monterey Bay Sanctuary Scenic Trail. FORTAG is proposed as an approximately 28-mile continuous 12-foot wide paved bicycle and pedestrian trail with an open-space buffer on both sides. FORTAG will connect to the existing Monterey Bay Sanctuary Scenic Trail and will provide connections to unpaved trails in the Fort Ord National Monument. The northern loop of FORTAG encircles Marina, following a 13-mile route that includes 3 miles of the existing Coastal Rec Trail. The southern loop of FORTAG encircles Seaside and bisects Del Rey Oaks, following a 15-mile route that includes 4 miles of the existing coastal trail system. The route includes spurs connecting with existing and planned bike/pedestrian infrastructure. The first phase portion of the FORTAG trail that passes through Del Rey Oaks will be a new 1.5-mile segment. The supplemental agreement that was approved at the meeting covers specific responsibilities of the Transportation Agency and Del Rey Oaks relative to the city’s portion of the trail. It details the design and construction of that portion of the FORTAG project as well as compliance with the covenants such as mitigation measures, development, construction, operation and maintenance, of the master agreement for the trail segment, according to city documents. Mitigation measures include the collection of trash, installation of maintenance of dog waste disposal bag dispensers, the collection of litter along the segment, police patrols, signage regarding trail safety and courtesy, inspecting and maintaining the trail segment, developing, monitoring and reporting information with other jurisdictions for a cohesive experience for FORTAG users. Still to come before construction can begin is a public utilities easement needed for the proposed Highway 218 underpass to reroute utilities, and a Caltrans maintenance agreement, both coming in late April or May, Monterey Peninsula Regional Park District and city of Seaside approvals that are expected in April, the complete final design and project bid going out in June, the awarding of the project in the fall or winter of this year, and the start of construction expected spring 2024. There will be public outreach and an open house to view the project which includes details on construction preparation, real-time construction updates, and when the end of construction can be expected. Donaldson’s friendly amendment to the resolution was accepted along with the vote approving the signing of the supplemental agreement. He proposes using city hall as the venue for having an engineer available for about a four-hour forum where all residents can take a look at the plan’s final design and get their questions answered before construction begins.
