Site work for a road / highway in Suisun City, California. Completed plans call for site work for a road / highway.

This work is located in Suisun City, specifically on the following street segments: 1. Merganser Drive from Village Drive to Wigeon Way 2. Wigeon Way from Pintail Drive to Merganser Drive 3. Lawler Ranch Parkway (West Entrance) from Highway 12 to Mayfield Way 4. Lawler Ranch Parkway (East Entrance) from Highway 12 to Potrero Street (Add. Alt.) The work to be performed, in general, consists of supplying all labor, materials, tools, equipment, implements and methods of process to resurface the above-listed street segments. The method of resurfacing will be asphalt rubber cape seal. This work also includes surface preparation of all streets, removal and replacement of curb ramps to meet ADA requirements, raising manhole and valve covers to grade, protection of existing utilities and pavement delineation. No pre-bid meeting is scheduled for this project. For bonding purposes, the Engineers Estimate is $1,150,000. Inquiries or questions based on alleged patent ambiguity of the plans, specifications or estimate must be communicated as a bidder inquiry prior to bid opening. Any such inquiries or questions, submitted after bid opening, will not be treated as a bid protest. Refer to Section 2-1.06 of the Special Provisions for requirement of Contractors and Sub-contractors to be registered with the Department of Industrial Relations (DIR) to be eligible to submit a responsive bid. Pursuant to the provisions of Section 1770 et seq. of the Labor Code of California, the Director of Industrial Relations for the State of California has ascertained the current general prevailing rate of wages for employer purposes, in Solano County, State of California. In accordance with the State of California Administrative Code Title 8, Group 3, Article 2, Section 16109, Publication of Prevailing rates by Awarding Bodies, copies of the applicable determinations of the Director are on file at the Public Works Department of the City of Suisun City and may be reviewed upon request. If there is a difference between the minimum wage rates predetermined by the Secretary of Labor and the prevailing wage rates determined by the Department of Industrial Relations for similar classifications of labor, the Contractor and his subcontractors shall pay not less than the higher wage rate. Pursuant to Section 1773 of the Labor Code, the general prevailing rate of wages in the county in which the work is to be done has been determined by the Director of the Department of Industrial Relations. These wage rates appear in the Department of Transportation publication entitled General Prevailing Wage Rates. Future effective wage rates, which have been predetermined and are on file with the Department of Industrial Relations are referenced but not printed in said publication. The Contractor shall possess a valid Class A, State of California contractor's license at the time the contract is awarded. Bids are required for the entire work described herein. This contract is subject to State contract, nondiscrimination and compliance requirements pursuant to Government Code, Section 12990. The successful bidder shall furnish a bid bond, a payment bond and a performance bond, Materials & Labor Bond, and a one -year warranty bond when work is completed. The Contractor and all subcontractors shall possess a valid Suisun City business license prior to start of work. The City of Suisun City reserves the right to postpone the date and time for the opening of proposals at any time prior to the date and time announced in the advertisement. Bidders must direct all questions about the meaning or intent of Bidding documents to the City in writing via e-mail to Nick Lozano at nlozano@suisun.com and to Gemma Geluz at ggeluz@suisun.com. Interpretations or clarifications considered necessary by the City in response to such questions will be issued by Addenda via e-mail to those bidders who are on the planholders list maintained by BPXpress Reprographics. All bidders shall confirm that they have been included on the official planholders list maintained by BPXpress Reprographics. The deadline to submit questions is 5:00 P.M. on Friday, April 7, 2023, unless subsequently modified by the City by addendum. Only questions answered by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. It shall be the Bidder's responsibility to ensure it has received all Addenda issued prior to submitting a bid. All proposals shall be valid for a period of sixty (60) days after the bid opening. The City of Suisun City reserves the right to reject any and all bids or to waive any defects or informality in the bidding
