The City of Manchester Planning & Community Development Department is soliciting proposals from qualified firms for services related to healthy homes/lead paint inspection/risk assessments and construction management of the City's HUD Funded Healthy Homes Production Grant Program. Lead inspection/healthy homes inspection/construction management to include miscellaneous services related to the following; the identification of lead hazards in a minimum of 90 housing units; the clearance of lead hazards in a minimum of 90 housing units; and the identification of healthy homes hazards in a minimum of 120 housing units. Services to be undertaken over the next 42 months. All lead inspections and risk assessments to be performed by a NH licensed and insured lead inspector/risk assessor. All healthy homes inspections/work scopes must be performed/completed in accordance with HUD Policy Guidance 2018-1 and be coordinated with Community Health Workers. The Consultant shall utilize the Healthy Homes Assessment Tool included as Attachment D. The scope of services will primarily include inspections, preparation of work scopes, clearance testing and construction management. Inspection/work scope services in 120 housing units will include but may not be limited to: healthy homes Inspections (120 units); lead inspections (120 units); lead inspection risk assessments (LIRA) scope of work (90 units); and scope of work for healthy homes hazards (100 units); and lead clearance testing (90 units). Construction management of all required contractual and reporting functions in accordance with all applicable regulatory requirements, HUD and New Hampshire Laws (100 of 120 inspected units). The Consultant will be responsible for the implementation of comprehensive policies and procedures as they relate to lead inspection, healthy homes inspection, lead testing and construction management. Services shall also include assisting tenants with completing the paperwork required as a part of the application process and providing assistance to endure that units are prepared for the contractor, prior to work commencing. In addition, the Consultant will provide Renovation, Repair and Painting (RRP) training to 50 individuals. Approximately 2 to 4 classes will be held in space provided by the City. The CONSULTANT is expected to provide the necessary professional program administration services as they relate to the range of work cited in the Scope of Services -- Attachment A found at: online . In conjunction with the scope of services, the CONSULTANT will furnish all supplies, equipment, materials and labor necessary or required to perform, undertake or complete the project(s) or portions thereof as may be assigned by the Planning & Community Development Department. Funding for the selected Consultant's lead inspection/healthy homes inspection/construction management services will be HUD Office of Healthy Homes and Lead Hazard Control monies. This funding source requires that the selected Consultant comply with certain conditions in the performance of services which will be identified in the governing Professional Services Agreement as an attachment document entitled "US Department of Housing and Urban Development Supplementary General Conditions". The Consultant shall also abide by all applicable Federal, State and Local laws, ordinances, regulations, rules, codes, standards and the like in the performance of these services. Local firms, including minority and women owned businesses, shall be given "maximum feasible opportunity" to participate in contracts and subcontracts resulting from the proposed project.
