Site work and paving for a transportation facility in Des Moines, Iowa. Completed plans call for paving for a transportation facility; and for site work for a transportation facility.

Installation of a new spent deicing fluid (glycol) storage tank including diversion structure and controls for the tank, installation of underground stormwater detention, trenchless installation of 36 inch storm sewer and 6 inch subdrain in casing pipe under taxiway pavement, 36 inch and 42 inch trenched storm sewer installation, approximately 1,950 LF of airfield electric circuit home run duct bank relocation and DSM communication conduits relocation, including approximately 600 LF of trenchless airfield duct bank relocation and communication duct bank relocation in casing pipe under taxiway pavement, and relocation of the primary wind cone. A bid alternate for the project is the reconstruction of 3,050 SY of Taxiway P mainline pavement between Taxiway D and Runway 13/31. A bid alternate for the project is the reconstruction of 3,050 SY of Taxiway P mainline pavement between Taxiway D and Runway 13/31. The improvement is divided into two separate Divisions of work. Division 1 construction shall occur between August 30, 2023 and November 15, 2023, and DSM CONTRACT NO.: 2023-02-20 3-19-0027-091 & 092 Notice to Bidders 2 consists of all items included in Phase 1 and Phase 2 construction. Phase 1 work consists of the installation of the casing pipes with conduits for the airfield electric circuit home run duct bank and communication conduits under the intersection of Taxiway D and Taxiway P. Phase 2 work consists of installation of casing pipes with storm sewer and subdrain under the Taxiway P and Taxiway H intersection, and storm sewer installation in the infield area SE of Taxiway H. Division 2 construction is for all Phase 3 and Phase 4 construction items that will occur in 2024. Division 2 work is contingent on the receipt of federal funds by the Authority. Division 2 work may therefore be removed from the contract. The Authority will make a decision regarding whether to proceed with Division 2 work on or before August 25, 2023. Commencement of Work. Work on the Division 1 improvements shall be commenced any time after a written Notice to Proceed for Division 1 work only is issued and shall be completed as stated herein. Notice to proceed is contingent upon Submittal and Acceptance of the Contractor's Safety Plan Compliance Document, and submittal of all required insurance certifications. Notice to Proceed for Division 2 work is contingent upon the Owner receiving Federal funding assistance under the Airport Improvement Program. The Authority will make a decision regarding whether to proceed with Division 2 work on or before August 25, 2023. Division 2 work shall not commence until receipt of a Notice to Proceed for the Division 2 work. Timetables Goals for minority participation for each trade 4.5% Goals for female participation in each trade 6.9% The contractor shall carry out applicable requirements of 49 CFR Part 26 in the award and administration of this DOT-assisted contracts. In accordance with 49 CFR Part 26.45, the sponsor has established a contract goal of 6.89% percent participation for small business concerns owned and controlled by certified socially and economically disadvantaged enterprise (DBE). Bid Security and Bonds. Each Bidder shall accompany its bid with bid security as defined in Iowa Code Section 26.8, as security that the successful Bidder will enter into a Contract for the work bid upon and will furnish after the award of Contract corporate Surety Performance and Payment Bond(s), in a form acceptable to the Board, for the faithful performance of the Contract, in an amount equal to one hundred percent (100%) of the amount of the Contract. The Bidder's security shall be in the amount of five (5%) percent of the Bid and shall be in the form of a cashier's check Performance, Payment, and Maintenance Bonds. Each successful Bidder will be required to furnish corporate Surety Bonds in an amount equal to one hundred percent (100%) of its Contract price. The Des Moines Airport Authority reserves the right to reject any or all bids, to waive informalities, and to enter into such contract, or contracts, as it shall deem to be in the best interest of the Authority. The Engineer's opinion of probable construction cost for the Work is $11,900,000 to $12,700,000 (including Bid Alternate). *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
