SECTION I - PTH 12 (Project ID No. C07048) Construction of bituminous pavement (including pulverizing bituminous pavement, placing cold central plant recycling material, bench cuts, shoulder widening, granular base course and culvert extensions) on the Provincial Trunk Highway 12, from 0.8km north of Provincial Trunk Highway 1 to 0.2km south of Provincial Trunk Highway 15, for a total construction distance of approximately 19.5km, in the Municipalities of Tache and Springfield. SECTION II - PR 302 (WEST JCT) (Project ID No. C07055) Intersection improvements (including granular base course and bituminous pavement) on Provincial Trunk Highway 15, at West Junction of Provincial Road 302, for a total construction distance of approximately 0.4km in the Municipality of Springfield. SECTION III - PR 302 (EAST JCT) (Project ID No. C07056) Intersection improvements (including granular base course and bituminous pavement) on Provincial Trunk Highway 15, at East Junction of Provincial Road 302, for a total construction distance of approximately 0.4km in the Municipality of Springfield. SECTION IV - PTH 1 VARIOUS LOCATIONS (Project ID No C07012) Removal of three (3) median detour crossovers and one (1) by-pass lanes (See attachment "A"), including borrow excavation and milling of bituminous pavement along Provincial Trunk Highway 1, from Provincial Access 605 to 2.3 km east of Provincial Trunk Highway 12, in the Municipalities of Ste. Anne and Tache. Bidders are responsible for visiting the site and determining and evaluating the site conditions, including current conditions prior to the tender closing date. Failure to undertake a site visit and carry out an inspection shall not relieve bidders of the responsibility to ascertain the full extent of the work and to perform all work in accordance with the Contract. The Department will meet with all Contractors who wish to visit the site guided by a representative of the Department. The meeting will allow interested Contractors to ask questions on site, view specific locations of the project site, and seek any clarification on the Tender documents. Site Meeting Date: THURSDAY, APRIL 13, 2023 Meeting Time: 11:00 am Location: PTH 12 - 0.5km north of PTH 1 In addition to the Pre-Bid site meeting, the Department will arrange a virtual meeting (Microsoft Teams) to discuss the particulars of the project (date to be determined). Contractor/Bidders attendance at the above mentioned meetings is strongly encouraged. Failure to attend the meetings shall not relieve the bidders of the responsibility to ascertain the full extent of the construction and to perform all work in accordance with the tender documents. Contractors wishing to attend the meetings shall contact the Junior Highways Project Engineer Jorge Cardenas at Jorge.Cardenas@gov.mb.ca on or before MONDAY, APRIL 10, 2023 to confirm their attendance. WORK PLAN AND PRE-AWARD MEETING The preferred Bidder shall attend pre-award meeting within 2 two business days of tender closing. The preferred Bidder also must present a Work Plan to the Owner at the pre-award meeting, pursuant to Section 90.6.7 (h) of the Bidding Procedures. The Work Plan shall include a breakdown of activities including start and end dates for the items listed in the Description of the Work, that demonstrate the ability of the Bidder to complete the Work by no later than the Completion Date. If the Owner determines that the Bidder's Work Plan is unsatisfactory, the Owner may request a revision to the Work Plan to be submitted within three (3) business days of the Owner's request. If the Bidder fails to submit a revised Work Plan within this three (3) business day period, or the revised Work Plan fails to demonstrate to the satisfaction of the Owner that the Bidder is able to complete the Work by no later than the Completion Date, the Owner may, in its sole discretion, disqualify the preferred Bidder and reject its Bid. If a preferred Bidder is rejected, the Bidder with the second-lowest Total Price becomes the preferred Bidder, and so on until either a Contract is awarded to a qualified Bidder having submitted a compliant Bid or the Tender is cancelled. The Contractor shall perform the Work in accordance with the approved Work Plan. The Work Plan shall not be changed without the written consent of the Owner SCOPE This Specification covers all operations necessary for and pertaining to the construction of a hot mixed Bituminous Pavement. 1.1 Pre-Construction Meeting The Contractor shall attend a pre-construction meeting with the Contract Administrator, at a mutually agreed upon date, to discuss the project. The meeting shall be initiated by the Contractor and be held in advance of commencing field operations. The Work must be completed by no later than OCTOBER 20, 2023. Daily Liquidated Damages after this specified Sub-Completion Date will be charged to the Contractor at the rate of THREE THOUSAND ($3,000.00) Dollars per calendar day until the Work is completed. SUB COMPLETION 2 (2024) Shall be defined as all other work (excluding seeding for Section I and IV). The Work must be completed by no later than OCTOBER 18, 2024. Daily Liquidated Damages after this specified Completion Date will be charged to the Contractor at the rate of THREE THOUSAND ($3,000.00) Dollars per calendar day until the Work is completed. COMPLETION (2025) Shall be defined as seeding for Section I and IV. The Work must be completed by no later than JUNE 30, 2025. Daily Liquidated Damages after this specified Completion Date will be charged to the Contractor at the rate of FIVE HUNDRED ($500.00) Dollars per calendar day until the Work is completed. The maximum liquidation damage charge at any given time shall be THREE THOUSAND ($3,000) Dollars per calendar day until the Work is completed. SEASONAL SHUTDOWN DATE The Seasonal Shutdown Date for this project is: OCTOBER 31 of each year
