The purpose of this Request for Proposals (RFP) is to solicit information and general proposals from solar developers to assist the Community College of Allegheny County (CCAC) in their evaluation of solar power for their facilities and to offer financing options, including solar Power Purchase Agreements (PPA). CCAC is currently under electricity supply agreements that run through the end of 2023, and anticipates substantial increases to electricity costs at the time of expiration. The primary goal of the RFP is to help CCAC to identify a preferred developer to install quality solar energy systems on their properties, taking advantage of the provisions of the recently-passed Inflation Reduction Act as well as local utility rebates. This RFP pertains to the CCAC West Hills Center. The initial array to be proposed is a rooftop array at the West Hills Center, 1000 McKee Road, Oakdale, PA 15071. The solar goals of the Community College of Allegheny County are as follows: o Reduce their monthly electric bills in order to move more funds toward mission-serving activities o Create stable electricity pricing for the long-term in order to establish predictable utility costs for better fiscal management o Power their facilities with clean energy as it supports their mission of sustainability o Share their sustainability efforts, including solar - if achieved, with their students, faculty, and employees and the greater public in order to demonstrate leadership in sustainability.
