Pipeline Road Waterline Resilience Project The City of Astoria (City), Oregon, is issuing a Request for Qualifications (RFQ) from qualified firms (Proposer) with demonstrated experience in the design of transmission waterline improvements. To be considered, interested parties must submit their Statement of Qualifications (SOQ) in accordance with the requirements set forth in the RFQ. In general terms, the Pipeline Road Waterline Resilience Project includes the design of approximately 3,650 feet of replacement transmission waterline at four separate locations along Pipeline Road between the City water supply and the City limits. A new 24-inch (or larger) HDPE.
