Clallam Conservation District (CCD) invites proposals from licensed contractors/technicians for the replacement of approximately 207 well meter registers in eastern Clallam County. The registers will be replaced on previously installed meters. The contractor will provide all labor and equipment required to replace approximately 207 existing meter registers. All replacement meter registers will be supplied by CCD. The Clallam Conservation District (CCD) requests proposals for technical and administrative services from interested parties to replace well meter registers on approximately 220 private properties in Sequim. 1. Installation of new meter registers on all existing meters. 2. Each meter uploading data in Waterscope. 3. Excellent customer service. Task 1: Project Management All work must adhere to contract terms and project schedule; deliver quality work performance; facilitate and coordinate with the CCD, and meet project safety requirements. Deliverables: o Replace up to 220 meter registers and housing units. o Prepare monthly invoices and progress reports in a format agreed to by the CCD, to include, at a minimum: project and schedule status; work completed within the reporting period; issues encountered and resolutions; remaining tasks; responsible parties; priorities; anticipated and emerging issues; and budget status. o Progress reports are required with each invoice. Progress reports shall include: o Number of meters upgraded, o Number of meters remaining to service o Landowners contact, address, email, phone, (note any new contacts and contact information) o Old and new meter register serial number o Date meters verified on Waterscope o Any notes on individual meters or site Assumption Bi weekly check-in with CCD project manager and Metron Farnier representative. These check-ins may include phone calls, zoom or in person meetings and emails. Task 2: Administrative work No property shall be entered without permission from the Landowner. Meter register replacements require individual visits to each meter. Verbal permissions must be obtained prior to each property visit. All landowners must be contacted, and permission must be granted to enter their private property. Landowners must be given a specific day, and a certain timeframe in which the visit will occur. The vehicle being used for site visits must have a company logo displayed. Task 3: Field work, Installation, travel This task includes travel in the Sequim Dungeness area, see attached map, Exhibit A. This task includes up to 3 days training which will include admin procedures and field installation with a Metron-Farnier representative. Field work will consist of replacing up to 22O meter registers and housings. The meter replacement is considered complete when the meter is functioning properly, and data is verified in Waterscope.
