Potential respondents must present any written objection to this RFP at least seven (7) days prior to the proposal due date. The City of Tybee Island, GA may (i) reject any, any part of, or all bids and proposals with any party submitting a bid or proposal, or (ii) waive informalities and technicalities, (iii) negotiate directly with any party submitting a bid or proposal, or (iv) accept that proposal which the City of Tybee Island, GA deems to be in its best interest, whether or not it is the lowest dollar proposal. Project Overview The City of Tybee Island is progressive when it comes to planning. The City currently has a Beach Management Plan (updated in 2016), a Sea Level Rise Adaptation Plan (2016), a Stormwater Master Drainage Plan (updated in 2021), and a NFWF funded Coastal Marsh Community Resilience Adaptation Project for the back barrier side of the island (to be completed April 2022). These plans focus on specific aspects of managing Tybee's natural and built assets. However, some plans are outdated, and few plans outline resiliency measures. This project proposes to combine the above-mentioned documents into a Comprehensive Community Resilience Plan (CCRP) to implement projects through the lens of sea level rise and climate change vulnerabilities, as well as Nature Based Infrastructure and Green Infrastructure opportunities, and the GCMP's recently completed model resilience ordinances. The GCMP's Strategy also calls for a comprehensive Resiliency Reference Guide (Guide) to be developed and tailored to individual communities to more effectively mitigate risks and enhance resiliency. The Tybee CCRP will be included into the Guide as a prime example for use by other local governments
