This project will implement current MUTCD standards for signing and other safety countermeasures at approximately forty horizontal curves on arterial and major collectors within the City limits. Primary objectives for this project are as follows: 1) Conduct a horizontal curve inventory study and posted speed study to assess existing conditions: · Collect advisory speed data for each curve and turn using a Ball Bank Indicator. ·Collect operating speeds adjacent to each curve and turn, then analyze that data using current methodologies to determine the most appropriate posted speed limit. · Calculate the difference between advisory speed and posted speed limit per MUTCD guidelines. · Determine which curve locations require new or revised safety countermeasures as described in the City Safety Plan. · Document curves that meet current MUTCD standards and do not need additional safety countermeasures. 2) Design Safety Countermeasures: · Determine the regulatory and warning signs required at each curve per MUTCD standards. · Confirm sign placement feasibility via field review. Identify other potential safety countermeasures. · Evaluate whether proposed work will be located within private property and perform Right-of-Way tasks defined below, if necessary. · Develop PS&E package for implementation of safety countermeasures at determined locations 3) Construction Support: · Review contractor product submittals for conformance with contract documents. · Respond to Requests for Information from the contractor and revise construction documents as needed. · Inspect safety countermeasure installations for compliance with contract documents. Project Funding: Federal Funds have been secured for Preliminary Engineering, Right-of-Way (if applicable), and Construction.
