SPECIFICATIONS/SCOPE OF WORK (A) The cameras will be installed at Tarrant Elementary School (1269 Portland Street, Tarrant, AL 35217). (B) The existing security cameras will be removed by the winning bidder. It is the responsibility of the bidder to calculate the existing cameras for removal during the mandatory pre-bid meeting/site survey. The bidder will dispose of all old cabling and existing cameras will be collected and turned over to the Tarrant City Schools Technology Department. (C) Software support will begin on July 1, 2023. The service contract will be for a period of 36 months. (D) Installation must be completed between May 30 and August 1, 2023. Cameras will be added to the VMS starting July 1, 2023. (E) The winning bidder will be responsible for providing 3 interior dome cameras, 15 outdoor dome cameras, 23 interior 360(fisheye) cameras, and 13 exterior 360 cameras. (F) All cameras must have the capability of providing full color images in low-light environments. (G) No external power supplies are allowed, all cameras must operate using Power-over-Ethernet (PoE)(H) The manufacturer proposed must have a minimum of 10 years manufacturing IP security cameras. (I) No cameras produced in China will be considered. (J) Interior cameras will be mounted into drop ceiling tiles and exterior cameras will be surface mounted to exterior walls. It is the responsibility of the bidder to provide the necessary mounts needed for these installations. (K) All cameras must support H.264 compression or better and support a minimum resolution of 1920x1080. Field of view must be a minimum of 100 and support a minimum of 25 frames per second. Exterior cameras will have a minimum IP66 enclosure rating and will have a silicone seal after installation to protect the camera and network drops from weather. Exterior cameras must have a minimum temperature rating of -40 to 120 F. (L) Each camera will be terminated into the current Main Distribution Frame (MDF) network closet. (M) Ethernet cable used must be plenum rated and have a minimum specification of Category 6 cable. (N) Both ends of drops will be terminated using Category 6 keystone connectors compatible with Leviton modular patch panels. Both ends will be marked according to Tarrant City Schools' naming standard. (O) It is the responsibility of the bidder to provide J Hooks for cable management above ceiling. J Hooks will be installed a minimum of every 10 feet. The cables must be attached to the hooks with a reusable connector such as Velcro, zip ties will not be used. (P) In the MDF, cables will be terminated into an unloaded Leviton patch panel. At the camera, cable will be terminated into a surface block (biscuit jack) no more than 10 feet from the installation point of the camera. (Q) Tarrant City Schools reserves the right to add additional cameras if deemed necessary during the project. Bidder must provide a per drop cost for additional drops in their bid and Tarrant City Schools will pay the cost of the drop and the per item cost for additional cameras with no change order fee. (R) The VMS proposed must be vendor-agnostic and have perpetual camera licensing. The software licensing will be for a length of 36 months, from July 1, 2023 to June 30, 2026. Training of the Tarrant City Schools Technology Department on management of the system must be provided. (S) Video footage will be stored on site and server or NVR must be provided, installed, and configured by the bidder. If both server and NVR are options, both must be proposed on separate line items and Tarrant City Schools will choose the option felt to be best suited to our needs. (T) The server or NVR proposed must have storage capacity to retain all video footage for a minimum of 15 days. Drives must be configured as a Redundant Array of Independent Disks (RAID) that allows for a loss of one drive with no loss of data. (U) Tarrant City Schools will provide unloaded modular patch panels, patch cables, and network switches, all other items will be the sole responsibility of the bidder to provide. (V) Upon completion of the project all hardware, software, and accessories will become the property of Tarrant City Schools, no leases or rentals will be accepted Any Request for Information should be submitted to georgia.matt@tarrant.k12.al.us and will be addressed via email to all bidders.
