INTRODUCTION The City of Goleta, through this Request for Proposals (RFP), is seeking qualified and experienced service providers to submit a description of their qualifications together with a proposal to provide fair housing information, legal aid services and/or landlord and tenant mediation services for low-income households in the City of Goleta. The primary focus of these services is to prevent homelessness and promote housing stability and affordability for low-income households living in the City of Goleta through the provision of information on tenant rights and landlord responsibilities, and legal aid and/or mediation services, especially to prevent evictions and address unsafe/unsanitary living conditions. SCOPE OF SERVICES 1. Mediation Services: Mediation of disputes between tenants and landlords to promote stability, prevent evictions, and that allow tenants and landlords to avoid taking legal actions; AND/OR: 2. Legal Services: a. Legal support for tenants to prevent homelessness and support housing stability for low-income households. b. Litigation support for legal disputes regarding tenancy for low-income households. c. Support for resource-intensive cases. 3. Informational and educational resources for tenants that describe the rights, obligations, responsibilities and opportunities of tenants and landlords. 4. Community Education, Outreach and Engagement involving educational presentations in English and in Spanish, focusing on tenant rights and landlord responsibilities and services offered by the provider for Goleta residents. The Scope of Services is detailed in Attachment A. The City is seeking providers with "adequate competence" (Goleta Municipal Code 3.05.260) from which to procure fair housing services. The contract will run for two fiscal years beginning July 1, 2023.
