The City of Lenoir (City) is requesting Statements of Qualifications from engineering firms to evaluate their professional civil engineering qualifications in accomplishing the subject project in accordance with this Request for Qualifications (RFQ). The City has been approved to receive Asset Inventory Assessment (AIA) grant funds through the American Recovery Plan Act (ARPA) and State Reserve Program (SRP) funds approved by the State Water Infrastructure Authority (SWIA) and the Division of Water Infrastructure. The AIA project will build upon the accomplishments of an initial AIA grant received in 2016. Key outcomes of this project will include a detailed inventory and assessment of the entire water and sewer systems. The project will include: asset inventory of the entire water and sewer systems, assessment of the condition of the inventoried assets and criticality scoring matrix of assets, identification of water and sewer systems improvements and costs, updates to the water and sewer Capital Improvement Plans, and preparation of a complete water and sewer asset management plan for the water and sewer systems. One requirement of the funding program is to request qualifications for engineering services for which the ARPA funds will be used. The City reserves the right to waive any and all informalities in the selection process and also reserves the right not to award the project. It is the City's intent to award one contract for these services. The City reserves the right to accept a firm that is most advantageous to the City. Selection will be made based on evaluation factors of past performance and experience with municipal public utilities systems, experience with similar projects, and professional personnel.
