Notice is hereby given that the Board of Commissioners of the Port of New Orleans (Board) is requesting the submittal of Proposals from licensed professional engineering firms registered to do business in Louisiana (Prime Consultants) who have demonstrated commensurate experience and expertise for professional and design services related to the Access, Drainage, Earthwork, and Ground Improvement for the Louisiana International Terminal as described in Appendix "A". Board intends to enter into a contract with a three (3) year term for these services based on an hourly rate fee schedule for an amount not to exceed two million and 00/100 dollars ($2,000,000.00) for the term of the contract. While the contract will be between the Prime Consultant and the Board, the Prime Consultant can develop teams consisting of subconsultants. Site Development will consist of clearing, earthwork, ground improvement, new and relocated roads and bridges, new and relocated rail, new and relocated utilities, drainage features and a drainage pump station. The site development will be designed to accommodate the future construction of a container terminal capable of handling a throughput of approximately 2 million TEU (Twenty Foot Equivalent Unit) containers on an annual basis at full build-out. This solicitation is seeking a Consultant (Design Professional) for design of Site Development Package #3: Access, Drainage, Earthwork, and Ground Improvements. This package will include the design of the clearing, demolition, erosion controls (including SWPPP), construction haul roads, temporary and permanent site drainage, wick drains, surcharge, and other ground improvements for the terminal footprint areas.
