The Georgia State Financing and Investment Commission (GSFIC), as Owner, on behalf of the Technical College System of Georgia and Quick Start (Using Agency), is seeking firms interested in providing construction management at-risk services for a project known as Project No. TCSG-397. The Quick Start Training Center will be constructed in Walton County, just northeast of Intersection of US278 & Interstate 20 (Exit 101), near Social Circle, Georgia, within the boundaries of a mega site currently being developed.; While Quick Start is part of the Technical College System of Georgia, it is important to note that Quick Starts training centers are not comparable to traditional educational facilities, and trainee activities are not comparable to those of traditional students. The functionality of the space is intended to train workforce in the OEMs e-vehicle assembly and also have the flexibility to adapt for training for lithium-ion battery production, which is anticipated at the Walton County manufacturing facility at a later date. Given the rapidly evolving technology and markets for electric vehicles, the ultimate configuration of the Training Center will be determined during rigorous programming exercises, which are expected to begin May 2023. The facility is projected to be 80,000 to 100,000 GSF, and the maximum building capacity is currently projected to be 500. The Training Center will include classrooms, technical labs, high-capacity spaces suitable to contain manufacturing-scale training simulations incorporating robotics, mechatronics, welding, motors, and other advanced manufacturing technologies. There will be a critical demand for hardwired and wireless networking capabilities, multiple segmented and secured server spaces, and A/V installations. Designated training spaces will also need appropriate utilities, air-handling and safety/emergency response capabilities related to high-voltage components, thermal runaways and potential toxic chemical release. The Center will require robust safety, security, fire suppression and emergency response systems. Additionally, Quick Start has expressed a strong interest in exploring the use of a mass timber or hybrid structure combining wood, concrete and/or steel for the training center as a potential objective for the project. Candidate teams should demonstrate competency and experience in sustainable, healthy-building construction strategies.
