Dorchester County was established in 1897 and boasts award-winning school districts and one of the longest free-flowing blackwater rivers in North America. Communities of Dorchester, Grover, Knightsville, Ladson and Texas Dorchester County operates under a Council-Administrator form of government and has over 800 full-time employees. A seven-member County Council is elected by district and provides policy direction to the County. The County Administrator serves as County Council's agent in administrative matters. This position has oversight over all County government operations with the exceptions of departments governed by elected officials and special districts. The County Administrator is assisted by a Deputy Administrator/Chief Financial Officer, Deputy Administrator of Public Safety and Assistant Administrator of Community Services. Purpose Dorchester County seeks to establish a Greenbelt Program. The purpose of this RFP is to request proposals from professional firms and organizations who are interested in providing consultant services in creating a Comprehensive Greenbelts Master Plan for Dorchester County. The goal of the Comprehensive Greenbelts Master Plan is to protect, purchase, and/or improve, green space areas and recreational sites in Dorchester County. The Comprehensive Greenbelts Master Plan shall initially incorporate municipal plans in addition to the County Comprehensive Plan. Once the initial greenbelt plan is completed, it will be incumbent upon each governing body to insure their plans remain compliant with the Comprehensive Greenbelt Master Plan. The Dorchester County Council will appoint members in late Spring 2023 to serve on the newly established Dorchester County Conservation and Greenbelt Advisory Commission. The Advisory Commission is tasked with the following: A. To identify, conserve and protect natural resources; B. To educate the public as to the benefits of conservation; C. To work with County staff and the County's consultant in formulating and developing a Master Plan for the expenditure of Greenbelt funding received as a result of the 2022 Dorchester County One Cent Sales and Use Tax Referendum; D. To work in conjunction with County staff and the County's consultant to identify eligible projects to be funded with the Greenbelt funding received as a result of the 2022 Dorchester County One Cent Sales and Use Tax Referendum; E. To review eligible projects pursuant to applications developed by County staff and/or the County's Consultant and make recommendations to County Council for the expenditure of Greenbelt funding received as a result of the 2022 Dorchester County One Cent Sales and Use Tax Referendum. F. To undertake such studies, plans, activities, and projects as may, from time-to-time, be assigned to the Commission by the County Council.
