SCOPE OF WORK 1. The Pflugerville Independent School District ("PfISD" or "District") is soliciting competitive sealed proposals for general construction services of a General Contractor for the replacement of districtwide HVAC Upgrades & Replacement, pursuant to Chapter 2269 of the Texas Government Code. The awarded firm will be expected to provide services in accordance with specifications and conditions embodied within this document. 2. This project will include the complete replacement of HVAC systems at two campuses. PfISD believes the information included in this RFCSP is materially accurate, however, PfISD does not warrant this information to be free from errors or omissions. Proposers are encouraged to inspect the premises prior to submitting a response. The district is working with the following design firm: ESA 432 Monohans Drive Georgetown, Texas 78628 6. Upon approval of the rankings by the Board of Trustees, the District's representative will attempt to negotiate a contract with the selected Proposer. If the prices proposed are more than the District's budget for the Project, the Owner's representative may discuss with the selected Proposer options for scope or time modifications and any price change associated with the modification. If the representative is unable to reach a contract with the selected Proposer, the representative may formally end negotiations with that Proposer and proceed to the next ranked Proposer in theorder of the selection ranking until a contract is reached or all proposals are rejected. The warranty, general, special terms and conditions, insurance, submittal documents and specifications as stated herein shall apply and shall not be nullified, voided or altered in any way by the inclusion of the Proposer's pre-printed forms with this proposal or any other document submitted during delivery of product, invoicing, acknowledgement letters, emails, faxes, routine communications between the contracted parties, of subcontract employees, or third parties unless specifically acknowledged and agreed in writing by PISD. 9. Upon receipt of bids, the District will review the bids and may request additional information, including product or service presentations, as appropriate. Note: All contact related to this proposal process must be through, or authorized by the Pflugerville ISD Executive Director of Procurement & Auxiliary Services. Do not contact members of the Board of Trustees, the Superintendent or other employees of the Pflugerville Independent School District. Contact with any of these prohibited individuals after issuance of the RFCSP and before selection is made, may result in disqualification of your Proposal. Vendors shall submit one (1) original, and one (1) identical copy of their response. In addition, please include an electronic copy on two (2) separate flash drives. Please note that actual pricing is only required to be included within the original paper response. 15. Submittals are to be sealed and clearly labeled as "original" or "copy" and must include the bid title, bid number, due date and time of opening. Failure to follow these instructions may result in rejection of your response. 16. The Owner may disqualify any Proposal not prepared and submitted in accordance with the proposal provisions. Vendor Questions Due April 26, 2023 @ 12:00 pm Answers Posted by April 28, 2023 @ 5:00 pm Payment and Performance Bonds Payment and Performance Bonds in the amount of 100% of the contract price must be provided by the awarded firm within five days of contract award. This Project shall include a liquidated damages provision providing for liquidated damages for each calendar day of delay until the Work is substantially complete. For this Project, the liquidated damages shall be stipulated as $250.00 per project, per day. Substantial Completion December 1, 2023 Proposal Award (Anticipated) May 18, 2023 Awards Posted (Anticipated) May 19, 2023 The deadline for submitting questions is 12:00 pm CST, April 26, 2023. Questions should be submitted by email and addressed to the Purchasing Office to Craig.Pruett@pfisd.net. Answers to questions shall be made public by addenda to be posted on the district's website by the end of business on April 28, 2022. Answers shall be posted at: http://cms.pfisd.net/Page/259 26. Questions will not be accepted by phone. Pflugerville ISD will only respond to questions submitted as directed above.
