Scope of Services for the Professional Consultant to administer the City of Passaic's Homeowner Housing Rehabilitation Program The objective of the request for proposals is to seek a professional consultant (the Contractor) to assist the City of Passaic (the City) with administering the Homeowner Housing Rehabilitation Program (the Program). The Contractor will be responsible for providing technical assistance to the City's Department of Community Development (CD) on an as-needed basis at CD's request, to implement all of the required activities of the Program which is funded by the Community Development Block Grant Program (CDBG) provided by the U.S. Department of Housing and Urban Development (HUD). Bidders must be registered with the Division of Revenue, State of New Jersey for a Business Registration Certificate at the time of contract award.
