Site work and renovation of a municipal facility in San Diego, California. Completed plans call for the renovation of a municipal facility; and for site work for a municipal facility.
Description of Work: Completed in 1992, Birch Aquarium is located at the Scripps Institution of Oceanography in La Jolla. The facility is comprised of aquarium and science museum display spaces, husbandry spaces, classrooms, administrative and support offices, a gift shop, and cafe. There have been minimal improvements over the past 30 years, and the aged facility requires programmatic, code, and cosmetic improvements to continue to attract visitors. In response to these needs, a series of proposed projects envision an enhanced and more interactive user experience for guests. To facilitate this, construction will be phased to allow Birch Aquarium to remain operational throughout execution of the work. The anticipated projects have been organized as a multi-zone program encompassing specific needs and desires for each as follows. Note that zone numbers do not necessarily correspond with construction phasing: This project consists of modifying the existing UCSD Birch Aquarium Living Seas Zone and associated infrastructure to support the new tanks in this project. The living seas area will be selectively demolished and new tanks, made of fiberglass and concrete, will be added to the facilities. Additions to the area will include infill framing for the new tanks, ACT ceiling, wall graphics, digital animal ID screens, etc. Rudolph and Sletten is seeking Bids for the Bid Packages (BP) listed below. All BPs are Lump Sum Bid (Bid). The estimated total project construction value is: $11,000,000.00. Question Deadline 06/27/2024 at 10:00 AM PT Questions and requests for clarification or interpretation of the pre-qualification documents must be submitted in writing via email: subqual@rsconst.com. RFQ will be available beginning 6/24/2024. To request an RFQ, send an email with the subject line, "UCSD Birch Aquarium Facility Updates" to subqual@rsconst.com with the following information: Company name, CA Contractor's State License Board license number, RFQ contact phone number, RFQ contact email address and Bid Package(s) of interest. There is no charge for the Bid Documents which will be made available to the prequalified bidders. Only prequalified bidders will be allowed to submit a Bid on this project. The following bidders have been prequalified to bid on this project: Bids and other documents required to be submitted with the Bid shall be a single PDF uploaded via the e-Builder Bidding Module. Invitation and link will be provided through email. Bid Security in the amount of 10% of the Anticipated Contract Amount shall accompany each Bid. The surety issuing the Bid Bond shall be, on the Bid Deadline, an admitted surety insurer (as defined in California Code of Civil Procedure Section 995.120). The apparent responsible bidder will be selected on the basis of the Best Value to the University. The objective criteria and methodology used to determine Best Value are described in the Bidding Documents. The best value to the University is the selection resulting in the best combination of price and qualifications. The successful Bidder and its subcontractors will be required to follow the nondiscrimination requirements set forth in the Bidding Documents and to pay prevailing wage rates at the location of the work. The successful Bidder will be required to have the following California current and active contractor's license at the time of submission of the Bid: License B - General Building Contractor. Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within the limits imposed by law or University policy. Each Bidder may be required to show evidence of its equal employment opportunity policy. The successful Bidder and its subcontractors will be required to follow the nondiscrimination requirements set forth in the Bidding Documents and to pay prevailing wage at the location of the work. In addition, the University is committed to promoting and increasing participation of small business enterprises (SBEs) and disabled veteran business enterprises (DVBEs) relating to all goods and services covered under the awarded agreement, subject to any and all applicable obligations under state and federal law, and University policies. The awarded contractor shall make best efforts to provide qualified SBEs and DVBEs with the maximum opportunity to participate. The work described in the contract is a public work subject to section 1771 of the California Labor Code. ALL CONTRACTORS AND SUBCONTRACTORS MUST BE REGISTERED WITH THE DEPARTMENT OF INDUSTRIAL RELATIONS (DIR) AT BID TIME. Contractors and subcontractors on all public works projects must use the DIR's upgraded electronic certified payroll reporting (eCPR) system to furnish certified payroll records (CPRs) to the Labor Commissioner. No contractor or subcontractor, regardless of tier, may be listed on a Bid for, or engage in the performance of, any portion of this project, unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 and 1771.1. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The successful Bidder shall pay all persons providing construction services and/or any labor on site, including any University location, no less than the UC Fair Wage (defined as $15 per hour) and shall comply with all applicable federal, state and local working condition requirements.
