Selected respondent shall be responsible for providing all necessary components, including but not limited to, equipment, mechanical material, electrical material, all labor, miscellaneous materials, subcontract costs and any other items required and/or necessary in order to provide a complete feasibility study and the other phases of the project outlined below. Phase I: The consultant shall review the information included in the Countys Water Assessment 2022 included as Attachment D and the Countys Wastewater Assessment included as Attachment E. The consultant shall then meet jointly with the Authority and County to establish an understanding of the Countys priorities with respect to addressing the issues within the Calliham Utility system. Phase II: Perform life cycle cost comparison of leasing a package wastewater treatment plant vs purchase. Cost comparison shall include an expansion of treatment capacity of 50% at approximately 10 years of service life. Consultant shall submitted completed report in a technical memorandum upon conclusion of this phase. Phase III: Provide a Preliminary Design and specifications of recommended improvements and current an estimate of probable costs for the project. Phase II: Provide final design and specification services for improvements. Phase III: Respond to technical questions from potential bidders during procurement process performed by NRA. Assist with recommendation of award. Phase IV: Provide oversight by answering questions, reviewing and approving submittals, for construction process.
