The City of Smithville is soliciting proposals from a State of Texas-registered engineering/architectural firm to assist with engineering services and construction management. Services will include the development of preliminary and final design plans, bid process, project management, and necessary interim and final inspections as required by the City for the Show Barn Renovation and SWTC Incubator project, which has been awarded funds through the Texas Department of Agriculture Grant Award #CRC22-0031. Submit three (3) copies of your proposal of services, a statement of qualifications, resumes of key personnel, references and a list of jobs performed under this or similar programs to: Robert Tamble, City Manager, PO Box 449 / 317 Main Street Smithville, TX 78957-0449. The City reserves the right to negotiate with any and all engineers/engineering firms that submit proposals, per the Texas Professional Services Procurement Act and the Uniform Grant and Contract Management Standards. Services will include the development of preliminary and final design plans, bid process, project management, and necessary interim and final inspections as required by the City of Smithville for the construction of an "Innovation Center" and renovationsto the "Show Barn" at Riverbend Park perthe Texas Department of Agriculture (TDA) Grant Award #CRC22-0031. The following outlines this request for qualifications. I. Scope of Work/Proposal of Services: The Engineering Services contract will encompass all project-related engineering, architectural, and construction management services required for the construction of an "Innovation Center" and renovations to the "Show Barn at Riverbend Park, including: o Providing preliminary and final design plans and specifications; o Preparing the bid packet and managing selected construction firm; o Conducting all field testing and inspections (interim and final); and o Providing any other special services. Please specify actual tasks to be performed under each of these categories. The specific project will be developed as part of the application for the construction of an "Innovation Center" and renovations to the "Show Barn at Riverbend Park, which will include ADA-compliant components and all associated permitting & regulatory approvals. II. Criteria: The City of Smithville will evaluate each RFQ based on the following criteria. RFQs that are not complete will not be considered for the project. a. Statement of Qualifications (60 points): The City of Smithville is seeking to contract with a competent, qualified Engineering firm, registered to practice in the State of Texas and in good standing as a professional engineer per the Texas Engineering Practice Act. Please address each of these points within your proposal. Please provide the following information, in order: 1. Contact Information/Firm Type o Legal name of firm o Contact Persons including phone number and email address o Legal business description (Individual, Partnership, Corporation, Joint Venture, etc.) o Location of Office that will be conducting the work 2. Statement of Qualifications and Experience of Proposed Staff: Provide an overview and brief history of the firm and Subconsultant(s), and documentation to include the following: o An organizational chart for personnel (including Subconsultants) who are to work on this project including licensure information. o A copy of your current certificate of insurance for professional liability. o DBE information about Consultant and Subconsultant(s) o Names, roles, and resumes of key personnel proposed to work on this project and their office locations; include resumes for all key personnel and indicate any individuals who have had previous experience on similar scope projects. o Experience with similar type projects specifically in Smithville: The Project Manager; Design Engineer; Environmental Engineer, and any consultants/subconsultants o NOTE: If any ofthe key personnel do not have experience in the City of Smithville, describe experience with similar types of projects in other small, rural Texas cities
