The Pana­ma CityBay Coun­ty Air­port and Indus­tri­al Dis­trict dba North­west Flori­da Beach­es Inter­na­tion­al Air­port (ECP) is accept­ing bids for three (3), new, pas­sen­ger board­ing bridges (PBB) to be installed at North­west Flori­da Beach­es Inter­na­tion­al Air­port Gates one (1), two (2) and six (6). Accep­tance of a bid for the pur­chase of the PBB will be con­tin­gent on suc­cess­ful receipt of a Fed­er­al Avi­a­tion Admin­is­tra­tion Air­port Improve­ment Pro­gram grant by ECP for the pur­chase of PBB. Fail­ure to secure a grant will be grounds to reject all bids. The Spec­i­fi­ca­tion North­west Flori­da Beach­es Inter­na­tion­al Air­port (ECP) Pas­sen­ger Board­ing Bridge (the Spec­i­fi­ca­tion) is attached and incor­po­rat­ed here­in and bid­ders must com­ply with this Spec­i­fi­ca­tion except as pro­vid­ed below. The project base bid con­sists of pro­vid­ing new PBBs for Gates 1, 2 & 6 at ECP. Bid­ders must include a price for Alter­nate 1, which is to add a PBB mount­ed bag­gage slide/?wheelchair lift. ECP is under no oblig­a­tion to pur­chase Alter­nate 1. The new PBBs shall be 3-tunnel design and the sizes/?models shall be as appro­pri­ate to accom­mo­date the fol­low­ing ranges of retrac­tion and extension: Gate 1 shall pro­duce a retract­ed length less than or equal to 60 feet and an extend­ed length of greater than or equal to 119 feet. Dimen­sions to be field ver­i­fied by suc­cess­ful bidder. Gate 2 shall pro­duce a retract­ed length less than or equal to 60 feet and an extend­ed length of greater than or equal to 119 feet. Dimen­sions to be field ver­i­fied by suc­cess­ful bidder. Gate 6 shall pro­duce a retract­ed length less than or equal to 68 feet and an extend­ed length of greater than or equal to 141 feet. Dimen­sions to be field ver­i­fied by suc­cess­ful bidder. Bids sub­mit­tal to include: All costs to remove exist­ing bridges from pas­sen­ger ter­mi­nal build­ing, and locate on air­port prop­er­ty. Exist­ing bridges to remain the prop­er­ty of ECP. Turnkey instal­la­tion of three PBB per the Spec­i­fi­ca­tion except for devi­a­tions described by bid­der on Exhib­it A. Doc­u­men­ta­tion of sup­port items required by the Spec­i­fi­ca­tion and this Invi­ta­tion to Bid. There is no express or implied oblig­a­tion for the Pana­ma City Bay Coun­ty Air­port and Indus­tri­al Dis­trict to reim­burse respond­ing firms for any expens­es incurred in prepar­ing pro­pos­als in response to this Invi­ta­tion to Bid. The Pana­ma City Bay Coun­ty Air­port and Indus­tri­al Dis­trict reserves the right to reject any or all bids, to waive any irreg­u­lar­i­ties or infor­mal­i­ties in any bid or in the bid pro­ce­dures, and to accept or reject any item or com­bi­na­tion of items. ECP will be the sole judge in deter­min­ing as equiv­a­lent prod­ucts. The Pana­ma City Bay Coun­ty Air­port and Indus­tri­al Dis­trict will select the low bid­der for con­tract nego­ti­a­tions if the low bid­der ful­ly com­plies with the Spec­i­fi­ca­tion. In the event that the low bid­der does not ful­ly com­ply with the Spec­i­fi­ca­tion, the Pana­ma City Bay Coun­ty Air­port and Indus­tri­al Dis­trict will give con­sid­er­a­tion to all devi­a­tions in the low bid and any devi­a­tions in the oth­er bids, as well as the rel­a­tive pric­ing of the bids, and either select the bid that pro­vides the best val­ue to Pana­ma CityBay Coun­ty Air­port and Indus­tri­al Dis­trict or reject all bids. Any bid that sub­stan­tial­ly devi­ates from the Spec­i­fi­ca­tion in the sole dis­cre­tion of the Pana­ma CityBay Coun­ty Air­port and Indus­tri­al Dis­trict will be deemed nonresponsive.
