The Virginia Department of Transportation (herein referred to as "VDOT") is soliciting bids from qualified firms to delivery VDOT approved ready-mix concretes on as needed basis to various locations in Isle of Wight, Surry, Sussex, Greensville, Southampton, Suffolk, Norfolk, VA Beach and Chesapeake. PERIOD OF CONTRACT: From date of award through one calendar year form date of award and is nonrenewable. II. QUESTIONS REGARDING THIS INVITATION FOR BID: Any questions regarding this invitation for bid shall be addressed to Kevin Deemer at kevin.deemer@VDOT.virginia.gov. The issuing office shall determine whether any addendum should be issued as a result of any questions or other matters raised. Provide questions no later than 10:00 am on May 09, 2023. For the purpose of clarification, each firm submitting a Bid is referred to as a "Bidder" and the Bidder awarded the contract to supply the services is referred to as a "Contractor". Virginia Department of Transportation is referred to as "Department" or as "VDOT", and "Representative" refers to the VDOT Contract Administrator who will be administering the contract. This Invitation for Bids states the instructions for submitting bids, the procedure and criteria by which a contract may be awarded, and the contractual terms which will exclusively govern the contract between VDOT and the Contractor. IV. SPECIFICATIONS / CONTRACT REQUIREMENTS: A. The Contractor shall furnish ready-mix concrete sold by the cubic yard to various locations on as needed basis. Locations will be in the following area: o Chesapeake o Greensville o Isle of Wight o Norfolk o Southampton o Suffolk o Surry o Sussex o Virginia Beach B. Each specified concrete shall meet or exceed the specifications of Section 217 of the Virginia Department of Transportation 2020 Road and Bridge Specifications. Refer to Table II-17 for minimum requirements for Hydraulic Cement Concrete. Below are the four (4) different ready-mix concrete that VDOT will be requesting on this contract. o A-4 MOD. LOW SHRINKAGE CODE # A4GENLSHRK-7 o A-4 STATE MIX CODE # A4GEN-D o A-3 STATE MIX CODE # A3GEN-D o FLOWABLE FILL 30-200 CODE # FF1 All concrete shall be delivered following the direction given by the VDOT Contract Administrator, or designee. The Contractor shall provide the ready-mix concrete and deliver as requested in compliance with the VDOT Road and Bridge Specifications (2020 Edition or later) and the VDOT Road and Bridge Standards (2016 Edition or later). The Contractor's equipment shall meet Occupational Safety & Health Administration (OSHA) and Virginia Occupational Safety & Health (VOSH) standards. D. CONTRACTOR'S CAPACITY TO PERFORM: The Contractor shall ensure the capacity to perform under this contract regardless of other contractual responsibilities to VDOT or elsewhere. The Contractor shall be capable of delivering materials within the timeframe required therein. Contractor shall have the capacity to make multiple deliveries to multiple locations as requested by VDOT. E. MATERIAL RATES: The bid price for materials shall be per cubic yard, unless otherwise indicated in the pricing schedule, and includes all fees and incidentals which include but are not limited to environmental, fuel charges, direct and indirect overhead costs, and delivery and disposal charges. F. DELIVERY: Contractor shall deliver to the work locations described within the Purchase Order(s). Delivery shall be as directed by VDOT between the hours of 7:00AM and 5:00PM or as otherwise requested by the Contract Administrator or designee. G. STATE HOLIDAYS: Normally the Contractor will not be asked to deliver materials on State Holidays without the written permission of the Contract Administrator. State Holidays include, but are not limited to: New Year's Day, Martin Luther King, Jr. Day, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Election Day, Veterans' Day, Thanksgiving Day, Day after Thanksgiving, and Christmas Day. If any of these holidays fall on a Saturday, the preceding Friday shall be considered the holiday and if they fall on Sunday, the following Monday shall be considered the holiday. H. PROSECUTION OF WORK: During the prosecution of work, the VDOT Representative will have the authority to suspend the work wholly or in part due to the failure of the Contractor to correct conditions unsafe for the workmen or the general public; for failure to carry out orders; for such periods, as he may deem necessary due to unsuitable weather; for conditions considered unsuitable for the prosecution of the work for any other condition or reason deemed to be in the public interest.
