Questions Deadline: 5/15/2023 05:00 PM (CT) The City of Hot Springs owns and operates the 22 MGD Ouachita Water Treatment Plant (OWTP) located at 860 Cozy Acres Road, Mountain Pine, Arkansas, and the 5 MGD Lakeside Water Treatment Plant (LWTP) located at 300 Pineland Drive, Hot Springs, Arkansas. Filter backwash and sedimentation basin cleaning water is discharged into three (3) ponds adjacent to the OWTP and one (1) pond adjacent to the LWTP. The City has been granted a permit from the Arkansas Department of Environmental Quality (ADEQ) to land-apply the residuals. A copy of the permit is included in the Attachment Tab of this RFP and is made as part of hereto. The City has a contract with the property owner for the land application of the residuals at 926 Crystal Hill Road and 1171 Crystal Hill Road, Hot Springs, Arkansas. The pond at the OWTP is approximately 9' deep with sloped walls. The walls and base are constructed of compacted clay. The volume of the pond is approximately 400,000 gals. The pond at the LWTP is approximately 6' deep with sloped walls. The walls and base are constructed of compacted clay. The volume of the pond is approximately 380,000 gals. An average of 1,200,000 gals residuals are removed from each pond at the OWTP and 800,000 gals from the LWTP pond annually. The sludge removal must be coordinated with the City personnel. This is not a guaranteed quantity and is subject to change based on the treatment facility's operating conditions. The City of Hot Springs, Arkansas, is seeking proposals for the mechanical agitation, removing, transporting, and spray applying of backwash residuals from the Ouachita and Lakeside Water Treatment Plants to the land as an Annual Contract. This Request for Proposals (RFP) contains all the information necessary to prepare and submit a proposal. Prospective proposers are advised to study this RFP completely and follow the instructions exactly. The contract resulting from this RFP will be for one (1) year with the option of four (4) twelve (12) months extensions upon mutual agreement with the contractor and the City. The City reserves the right to cancel the contract with a thirty (30) day written notice. DBE/WBE/MBE Respondents who are certified disadvantaged business enterprises (DBE) or women-owned business enterprises (WBE) or minority-owned business enterprises (MBE) may qualify for five (5) points as a DBE/WBE/MBE. To claim these points, proposers must include a copy of a current DBE/WBE/MBE certification issued by a governmental agency with their proposal.
