Site work and environmental remediation for a municipal facility in Trenton, New Jersey. Completed plans call for site work for a municipal facility; and for environmental remediation for a municipal facility.

The City of Trenton is issuing this Invitation to Bid to remediate light non-aqueous phase liquids (LNAPL) occurring in soil and possibly groundwater at a portion of the former Crane Pottery Site (now occupied by P&G Seafood Company), located at 305 N. Clinton Avenue in Trenton (the site). The City of Trenton conducted substantial investigations at the site under the NJDEP's Voluntary Cleanup Program in the late 1990s. The NJDEP issued a "No Further Action" letter for the site AOCs, with the exception of one area of concern formerly known as "test pit 2" (TP2). A recent soil investigation and past monitoring well gauging has found that LNAPL remained in a monitoring well known as MW-1R at this area of concern (AOC). The Remedial Investigation (Excel, 2018) verified continued levels of EPH in saturated soil and in the smear zone indicative of residual LNAPL. A substantial remedial action was then conducted in 2022 on behalf of the City of Trenton via public bid that removed substantial LNAPL source and in most cases excavated to "clean" soils as represented by post-excavation samples (see attached post-excavation soil sample map). No groundwater was encountered in the excavation that approached 19 feet below grade in some areas. The "TP2" area was found to contain large concrete saddles that previously held two large underground storage tanks. It is believed that the NAPL that was found in pockets of fill may have been released during the prior removal of these tanks. The City retains responsibility for closure of this area of concern pursuant to prior redevelopment agreements with the redeveloper and the current owner of the property, although the City of Trenton is not responsible for the contamination at this site.
