Suppliers will have the opportunity to provide a proposal to be pre-qualified as a Rapid Prefabricated Design Builder (RPDB) and to act as a Design Builder as defined in the CCDC 14 2013 to provide all services required to hand over a turn-key building for immediate occupancy for the RHI on behalf of the City of Toronto at project completion. These services include but are not limited to; design, manufacture, prefabricated component storage (if necessary), site preparation, delivery, installation, coordination/connection of all required utilities and services and providing all approvals and permitting. The City is open to different types of Rapid Prefabricated Design Build solutions as long as the solutions can be completed within an 18 month rapid delivery and occupancy timeframe. Some potential solutions that the City anticipates but is not limited to are; Modular construction: Modular construction is a process in which a building is constructed offsite, under controlled plant conditions, using the same materials and designing to the same codes and standards as conventionally built facilities. Modules are constructed away from the building site, then delivering them to the intended site. Installation of the prefabricated sections is completed on site. Prefabricated sections are placed using a crane. The modules can be placed side-by-side, end-to-end, or stacked, allowing for a variety of configurations and styles. After placement, the modules are joined together using inter-module connections. The interconnections tie the individual modules together to form the overall building structure. Panelized construction: Involves building components that are made in a factory environment and then shipped to the construction site for incorporation into the build. With panelized construction, prefabricated building components, typically wall and floor systems, are set into place, allowing framing to move quickly. This construction method is considered the midpoint between conventional construction and a completely modular premanufactured building. Mass timber construction: A building is considered a mass timber building when the primary load bearing structure is made of either solid or engineered wood, rather than steel or concrete. Mass timber buildings may incorporate a variety of heavy timber components for both structure and envelope. These components are often manufactured off-site.
