All questions by prospective bidders as to the interpretations of the Advertisement for Bids, Form of General Bid, Agreement, Drawings, Specifications or Bonds, must be submitted in writing to the Project Engineer, Weston & Sampson Engineers, Inc., via email: BiggsD@wseinc.com, at least ten (10) days before the date herein set for the opening of bids. An interpretation of all questions so raised which, in the Engineer's opinion requires interpretation, will be mailed to prospective bidders at the addresses given by them not later than five (5) days before the date of opening of bids. No other form of communication in this regard will be considered legal and binding. Failure of any bidder to receive any such addendum or interpretation shall not relieve such bidder from any obligation under this bid as submitted. All addenda so issued shall be covered in the Bid and shall become part of the Contract Documents. The selected contractor shall furnish a performance bond and a payment bond in amount at least equal to one hundred percent (100%) of the contract price as stipulated in Section 00 72 00 GENERAL CONDITIONS of these specifications. Attention of bidders is particularly called to the requirements as to conditions of employment observed and prevailing wage rates to be paid under contract as determined by Connecticut General Statutes 31-53. By submission of a bid, the Bidder agrees that this bid shall be good and may not be withdrawn for a period of 30 working days, Saturdays, Sundays and legal holidays excluded after the opening of bids. The Owner reserves the right to waive any informalities or to reject any or all bids.
