Site work and renovation of a water / sewer project in Meeker, Colorado. Conceptual plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

As of January 11, 2024, an engineer has been selected and this project is in the design phase. A firm timeline for construction has not been determined. *The closed solicitation has been included below for reference: General The Colorado Department of Natural Resources, Division of Parks and Wildlife (Colorado Parks and Wildlife; CPW) is requesting a Statement of Qualifications (SOQ) from qualified engineering firms (Consultant) to provide engineering analyses, design services, and Contract Documents through final acceptance by the Colorado Office of the State Engineer, Dam Safety Branch (SEO) for the Big Beaver Dam Outlet Rehabilitation Project (Project). CPW is seeking the most qualified Consultant to successfully complete the scope included in this RFQ. Background Big Beaver Dam (DAMID: 430103, impounds Lake Avery) is located in Rio Blanco County at elevation 7005 ft, approximately 19 miles east of Meeker, Colorado . The dam is classified as a high hazard dam as established through a historic hazard evaluation in accordance with the Colorado Office of the State Engineer, Dam Safety Branch (SEO). It was constructed in 1964 as a 90 foot high, 620 foot long earthfill embankment dam with a RCC spillway and 400 foot long, 36 inch diameter RCP outlet pipe. The concrete outlet structure also includes a manual gate operating an irrigation diversion pipe and structure for the Big Beaver Ditch located at the toe of the dam. Lake Avery has an estimated normal operating capacity of approximately 7,658 acre-ft and a maximum estimated capacity of 9,762 acre-ft. The dam is owned and operated by CPW for various outdoor recreational purposes and is located within the Lake Avery Unit of the Oak Ridge State Wildlife Area. Project Description A dam safety engineering inspection was completed in June 2022 that documented dam safety concerns that include the following: o Observations of historic seepage at the left and right side downstream toe of the dam o Failing diversion pipe in the right groin area o Observations of historic seepage and deterioration in the RCC portion of the spillway o Areas of crack separation in the concrete section of the spillway o Concrete deterioration at the outlet structure A 2018 dive inspection included underwater efforts to minimize gate leakage. The inspection found that the gate seals are eroded beyond repair, causing significant bypass leakage. The inspection also identified defects and water infiltration throughout the RCP outlet pipe. This project will address the greatest known risks to dam safety at this facility through the design and construction of the following anticipated rehabilitation scope: o Outlet pipe liner/rehabilitation o New outlet structure o New gate assembly, operator and trash rack o Replace and relocate the deteriorated Big Beaver Ditch irrigation diversion structure located at toe of the dam and resolve the saturated toe in this area o Seepage remediation at the left and right side downstream toe of the dam o Other items may include: filter diaphragm for seepage along the conduit, monitoring instrumentation per current regulatory requirements, new staff gage with ice protection, localized concrete repair in spillway crest Note: CPW assumes these repairs will require draining the reservoir This Project will require the selected Consultant to complete two main components of the scope of work: 1. Evaluation, analyses and complete design of required rehabilitation based on the above outlined scope; and 2. Provision of construction oversight services for the rehabilitation project (Won't be included in the original contract Scope, but may be added by amendment upon satisfactory completion of the first component of work) Both components of the project must gain acceptance by the SEO. It is anticipated that the selected Consultant will begin work on this Project by August of 2023 with a target completion of the design by February of 2024 and Final SEO design approval by April 2024. CPW understands that there remain unknowns in the project that may effect this schedule, but the consultant will be expected to attempt to meet this schedule barring unexpected design delays outside of the consultant's control. Background documents will not be attached to the Project Solicitation due to file size limitations in the Colorado Vendor Self Service (Colorado VSS) website. This is a Project understanding and qualifications-based selection, so costs shall not be submitted as part of this response. Costs, along with a detailed scope of work will be requested from the top-ranked Consultant once the evaluation of SOQs is finalized May 19, 2023; 5:00 PM MST Written questions due, see instructions below May 23, 2023 Compiled questions and answers posted to VSS website and Requests for secure Google Drive folder due, see SOQ Submittal Process below June 16, 2023 CPW to select top Consultants for follow-up virtual interviews. Directions and format of the virtual interview will be released upon notification to top Consultants. It is the responsibility of the Consultant to initiate submission of the SOQ with enough time to ensure it is sent and received by CPW via email by the deadline. Submittals will not be accepted by mail. Late submittals will not be evaluated. It is anticipated that SOQ submittals will not exceed the maximum file attachment size that is supported by the State of Colorado email provider (25MB) and other industry standard email providers. If the Consultant SOQ PDF file exceeds the maximum file size transmissible via email, the Consultant should save a "Reduced Size PDF" to reduce the file size and meet the requirements. Projected Scope of Work The primary objectives of this Project are to evaluate the downstream seepage, deterioration of the outlet pipe and outlet works, deterioration of the irrigation diversion structure and pipe, and design a remediation plan and outlet works replacement sufficient for the SEO and CPW approval. The primary anticipated tasks for this project are included below. Please note that this list is not intended to be comprehensive, and a final Scope of Work will be determined once the Consultant has been selected and contract negotiations commence. All work must conform to the Rules as most recently amended and associated SEO guidance documents pertinent to the Tasks being performed as part of this Scope of Work. Deviations from the Rules are subject to approval by the SEO and CPW.
