On Federally assisted projects, the bidder's attention is called to the Standard
Federal Equal Employment Opportunity Construction Contract Specifications (Executive
Order 11246) which is a part of the contract proposal. All of these activities shall be
done in accordance with Title VI of the 1964 Civil Rights Act, as amended. It is the goal of MDOT SHA that Disadvantaged and/or Minority Business Enterprises
participate in all Federal Aid and State contracts, as applicable. Each contract will
contain a specific participation goal. County: Carroll, Frederick and Howard
Classification: E - $2,500,001 to $5,000,000
F.A.P. Number: AC-STBG-NHPP-000B(760)E This open-ended, on-call Contract consists of sidewalk, curb ramp, curb and
gutter, and ADA upgrades at various locations in Frederick, Carroll, and Howard Counties.
The following locations are under consideration at the time of advertisement for bid:
Locations that have been determined at this time will consist of the following:
- MD 27 from Groves Mill Rd. to MD 30
- MD 27 from Liberty Rd. to Gillis Falls Rd.
- MD 26 at Old Annapolis Rd.
- US 40 at Wolfsville Rd.
- US 1 from Whiskey Bottom Rd. to MD 32 This is a non-exclusive Contract. It does not include all work expected to be performed in
the designated areas. Therefore, at times, other Contractors may be performing similar work
that is not associated with this Contract. Special attention is directed to GP-5.06,
Cooperation Between Contractors. Pre-Bid Conference: A Pre Bid Conference will not be held for this project.
Minimum wage rates for each Project, if applicable, have been pre-determined by law
and are set forth in the Invitation for Bids (IFB). Bids must only be made upon the
latest electronic proposal forms (and attachments) that are furnished by the
Administration. In accordance with State Finance and Procurement Title 13 of the Annotated Code of
Maryland, no bid, performance or payment bonds are required for bids less than
$100,000.00. However, bids $100,000.00 and above will not be considered unless a Bid
Security is submitted as outlined in the Invitation for Bids. Bid Security shall equal at
least five percent (5%) of the total amount bid. Also, the successful bidder will be
required to supply Payment and Performance Bonds for all Contracts in excess of
$100,000.00. The MDOT SHA reserves the right to reject any and all bids. MD DOT - Call 101- Sidewalks/ADA Upgrades at Various Locations *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
