The City reserves the right to: accept or reject any Proposal, to award a Proposal in whole or in part (for example, due to budgetary constraints), to award the Proposal that is in the Citys best interest and not necessarily the lowest cost, and the right to cancel this RFP at any time without obligation The study area for the Housing Needs Assessment and Strategy will include those areas defined by: ? The existing City limits; o To be inclusive of the 2022 annexation lands o County of Vermilion River o Rural Municipality of Britannia No. 502 o Rural Municipality of Wilton No. 472 o Kitscoty o Marwayne o Vermilion o Maidstone o Payton ? The housing spectrum including but not limited to: Page 12 o Emergency shelters o Supportive living o Subsidized or social housing o Care facilities o Seniors housing o Subsidized housing o Hotel capacity o Rental housing o Starter homes o Luxury single family homes The successful Vendor will be responsible for: ? Coordinating a minimum twenty-five (25) interviews with local housing and homeless stakeholders ranging from homeless supports and shelter services, to subsidized housing providers, to landlords and developers. ? Coordinating and managing internal and external stakeholder engagement sessions. o All stakeholder engagement sessions are to be coordinated with the Citys Communication team but managed by the successful Vendor. o All public facing documentation and material will follow the Citys templates and standards. o The expectation for engagement sessions entails a minimum of: ? Three (3) in person internal stakeholder sessions including Council, senior leadership, and administration. ? Seven (7) in person external stakeholder sessions, of these sessions: • Four (4) sessions shall cater to community interest groups • Three (3) sessions shall cater to the general public scheduled to occur on a weekday, evening, and weekend. ? Coordinate and complete a point in time homeless estimation that provides numbers of estimated unhoused individuals in the community and identifies barriers to accessing housing or shelter. ? Completing a review of similar sized municipalities and their housing strategies and provide comparisons and recommendations. ? Review existing Bylaws and Policies to identify gaps and opportunities. ? Conducting a comprehensive inventory and analysis of the housing spectrum in Lloydminster that identifies current and emerging needs. ? Developing a Housing Strategy with priorities and recommended actions that can be pursued by the City of Lloydminster, non-profit, and private partner partners, to address needs and gaps identified in the spectrum. ? Establishing a Housing Strategy Working Group with terms of reference in alignment with the Lloydminster Social Policy Framework. ? Developing evaluation objectives to define what the Housing Strategy aims to achieve. ? Producing the Housing Needs Assessment and Strategy and supporting documents. ? Completing one (1) presentation to the Citys Housing Committee upon completion of the needs assessment. ? Completing one (1) presentation to the Citys Housing Strategy Working Group upon completion of the needs assessment. ? Completing one (1) presentation to the Executive Leadership Team (ELT) upon completion of the project. ? Completing a minimum of one (1) presentation to Council. ? All other tasks related to or required to completing the Citys Housing Needs Assessment and Strategy. The key stakeholders identified to be associated with the Housing Needs Assessment and Strategy will include the Citys Housing Committee as well as community interest groups associated with vulnerable persons, seniors, youth, etc. A formal list outlining these groups will be made available to the successful Vendor
