Demolition, site work, paving and new construction of a bridge / tunnel in Carlyle, Illinois. Conceptual plans call for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; for site work for a bridge / tunnel; and for paving for a bridge / tunnel.

This project requires 22% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0.035. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on August 3, 2023, at 1:30 PM at the Region Four/District Seven Office in Effingham. The anticipated scope of work is complete removal and replacement of eight bridges carrying US 50 over various waterways within the Wabash River floodplain. Phase I engineering services are required to provide a Digital Terrain Model (DTM) and topographic survey of the existing bridges and approach roadways, bridge condition reports (BCR), subsurface investigation, structure geotechnical reports (SGR), structure reports, type size and location plans (TSL), and development of a Phase I project report. District Seven will be responsible for environmental coordination, utility coordination, and agreements. Each pair of structures will require a hydraulic survey, hydraulic analysis, and hydraulic report for a total of four reports. The hydraulic analysis is anticipated to be complex due to the large floodplain and multiple structures in this area. The hydraulic survey and analysis will include several large structures, in addition to the structures being replaced. Phase II engineering services are required to provide final documents for PS&E submittal including final structure plans, final roadway plans, maintenance of traffic plans, estimate of time, and special provisions.
