This project may contain Federal Funds. This project requires 12% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on August 1, 2023, at 10:00 AM at the Region Five/District Nine Office in Carbondale. Phase I engineering services are required for all work associated with the preparation of preliminary engineering and environmental studies for the End-of-Life Plan for the US 60/62 bridge (S.N. 002-0005) and its removal over the Mississippi River between Alexander County, Il and Mississippi County, MO, the structure length is approximately 1.05 miles. Phase I engineering services are required to prepare a Combined Design Report and Environmental Assessment (EA) for the US 60/62 Bridge End-of-Life Plan and bridge removal. We desire to develop a plan to determine what steps would be required to permanently close the bridge as well as what additional work and funds would be required to keep it in operation in the interim period. Phase I work is anticipated to include but not be limited to data collection as well as analysis including: Bridge Condition Report; environmental survey request; combined design report; Environmental Assessment; Section 4(f) documentation; NEPA report; section 106 process; public involvement; Environmental Justice public involvement, quarterly stakeholder meetings; public hearings in both Illinois and Missouri; documentation and analysis of environmental surveys; detour route traffic modeling, analysis and signing; estimated future maintenance costs, structure deterioration rates and repair costs, agreements and permits, and all other work necessary to document Phase I studies based on current information. The Consultant selected for this project will also be required to provide a detailed specification on the suggested sequencing of the closure, bridge removal requirements, bridge removal process and the most efficient way to package the construction.
