The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on July 25, 2023, at 10:00 AM at the Bureau of Operations Office in Springfield. Phase I and II engineering services are required for preparation of a design report, an executive summary for management and Federal Highway Administration (documentation for federal funding for Phase II) and contract plans for the new roadway and unique training features along with upgrade of existing paved track facility located at the Illinois State Police training Facility, 2376 Academy Road in Pawnee, IL. The proposed improvement includes roadway construction with various pavement type design, drainage design (approximate 150 acre site), utility coordination, geometric design of roadway features for emergency response training. There will be extensions of existing concrete pavement, connecting roadways on existing track, guardrail, proposed runaway car sand pits, extension of electrical systems for possible signals and overhead lights, fence removal and replacement , locked gate, intersection design, multi-lane interstate section with median along with cable guardrail section, a mock rural bridge with guardrail, and a possible mock railroad crossing and/or upgrade of an existing roundabout to a policy roundabout if funding allows. This is a unique project that will be a training center that will allow all statewide emergency responders to train in a realistic and protected environment. There is flexibility in design criteria due to property constraints. Phase I may include documenting geometric improvements, typical sections, plan & profile, cost estimates, pavement design, cross sections, development of construction limits, geotechnical engineering services, FHWA/BDE Coordination Meetings, and exhibits. Survey has been completed using IDOT personnel and electronic data will be provided. A “cleared for design approval’ was entered on the special waste form (Sequence #24505 District 6 PESA #4279 on July 6, 2022)-may need an update for letting; Cultural Clearance was obtained on March 8, 2022; and a “cleared for design approval’ was entered on biological form on January 18, 2022- may need an update for letting. Phase II may include the preparation of detailed contract plans, preparation of a Memorandum Of Understanding between IDOT and ISP, erosion control plans, cost estimates, estimate of time, construction staging plans for existing track, preparing updated PESA Response submittals, and all other incidental work required to complete the project.
