Intent: The purpose of this Contract is to provide permanent Traffic Signal Repair Operations pursuant to a Governors and/or Presidents Declaration of a State Emergency. This Contract will be a regional contract that includes counties within District 5. The Contractor shall perform Traffic Signal Repair Operations pursuant to the terms of this Contract and at the direction of the Department. Prequalification Required Bid Bond: There is no requirement for a bid bond. The Contractor shall provide a letter to the Department at the time of bid, from a surety authorized to do business in the State of Florida, verifying the bonding capability in the State of Florida. For the purpose of this Contract, the dollar amount is established at $1,000,000.00. The total value of task work orders for this Contract may not exceed $2,000,000.00 per year on average over the Contract term. Awarded Contractor must execute Contract documents within five (5) calendar days, excluding Saturdays, Sundays and state holidays. Note: The quantities shown on the Bid Price Proposal are approximate and only represent estimated planned requirements based on historical or specific project needs. The Department does not guarantee any maximum or minimum quantity, any range of quantities, or the exact quantities shown for each bid item. The Departments estimated quantities and the Contractors bid price will be used to calculate a total bid amount. This total bid amount will then be used to determine the low bidder; however, actual payment under the awarded contract will be based on actual quantities completed. For this Contract in which specific sites are not identified at the time of letting, the Engineer will issue a Work Document. Work Documents will identify the location, description, amount of work to be accomplished, and the number of calendar days to complete the work. For bids over $150,000.00, the standard proposal guaranty of 5% of the bid will be required, unless otherwise stipulated in the proposal advertisement. A Proposal Guaranty of not less than five percent (5%) of the total actual bid in the form of either a certified check, cashier's check, trust company treasurer's check, bank draft of any national or state bank, or a Surety Proposal Guaranty made payable to the Florida Department of Transportation must be received for each bid in excess of $150,000.00.
