A timeline for award has not yet been established.** The City of Dayton seeks bids from qualified contractors to provide materials and labor to purchase and install a park shelter, playground equipment, restroom renovations, and a new surface for the basketball court. All sidewalk along Old Orchard Avenue, Five Oaks Avenue, and Squirrel Road. All curb in Old Orchard Avenue and Five Oaks Avenue will be repaired as necessary. There will also be sidewalk repaired as necessary within the park. All phases of work shall be completed in accordance with the reasonable schedule established by the city of Dayton. Department of Housing and Urban Development implemented the Section 3 Final Rule which shifted the focus of the provision from new hires for temporary opportunities, to long-term employment and job permanency for low-income workers ("Section 3 workers"). Section 3 is a provision of the Housing and Urban Development Act of 1968 (12 U.S.C. 1701u) that is regulated by the provisions of 24 CFR 75. Section 3 regulations ensure that employment and other economic opportunities generated by certain HUD financial assistance shall, to the greatest extent feasible, and consistent with existing Federal, State and Local laws and regulations, be directed to low- and very low-income persons, particularly those who are recipients of government assistance for housing, and to business concerns which provide economic opportunities to low- and very low-income persons As required by the Section 3 Final Rule, 25% of all labor hours spent on this project must be performed by a Section 3 worker, and 5% of all labor hours spent on this project must be performed by Targeted Section 3 workers. This information will be reported back to the City on an annual basis. Additional information and definitions pertaining to the Section 3 Final Rule can be found in the bidding documents.
