The plan would build on recommendations from previous studies, including the 2016 Provincetown Parking and Circulation Study and the 2017 Outer Cape Bicycle and Pedestrian Master Plan. This study coincides with a current proposal to build the NOAA Stellwagen Bank Sanctuary Visitor Center at the MacMillan Pier Parking Area, where it is anticipated to remove approximately 60 parking spaces. The study would provide alternatives to relocate them outside the Town Center, between Shank Painter Road and Conwell Street, and connect them to a multi-use path on Route 6. This study should also tie into the Town's plans for a Route 6/Shank Painter Road roundabout and multiuse path to Herring Cove/Cape Cod National Seashore. The study will advance expanded mobility options and supports the Town's important partnership with NOAA and the National Park Service Provincetown is facing anticipated shifts in parking and transportation amenities. The proposed NOAA Stellwagen Bank Sanctuary Visitor Center at the MacMillan Pier Parking lot is expected to displace approximately 60 parking spaces. The community's adaptation to this change - the relocation of the parking spaces or reconfiguration of corollary transit amenities - holds the potential to both directly respond to the NOAA project and capitalize on other current opportunities to expand the provision of multi-modal transportation options locally. Most notably, the 2017 Outer Cape Bicycle and Pedestrian Master Plan recommends extending the Cape Cod Rail Trail through Provincetown in a multi-use path adjacent to Route 6, and the 2016 Provincetown Parking and Circulation Study identifies Route 6 as a potential site for parking. This proposed study will respond to these anticipated shifts and opportunities by uncovering alternatives and identifying community preferences for ways to ensure that Provincetown remains accessible and navigable via a range of transportation options. It comprises a feasibility study for providing municipal parking and a multi-use path in the Town-owned Route 6 roadway layout, centering on the four-lane divided highway, now primarily owned and managed by the Town, and the adjacent Town-owned land directly to the highway's south The study will be conducted by a qualified consultant, who will engage in research and data collection activities to develop three draft alternatives for locating up to 60 spaces and an adjoining multi-use path from Shank Painter Road to the Truro town line within the Route 6 roadway layout. Alternatives will be refined in accordance with input from municipal staff and community members, and the study will culminate in the identification of a preferred alternative, as well as a final report and presentation on the alternatives analysis, complete with implementation steps, including permitting needs, design and engineering costs, and funding sources. The feasibility study will produce a preferred alternative for locating the displaced parking on Route 6 between Shank Painter Road and Conwell Street and locating a fully separated multi-use path adjacent to the roadway from Shank Painter Road to the Truro town line. The completed study and preferred alternative will be presented at a public meeting to the Select Board for discussion and vote on adoption. Ultimately, this actionable preferred alternative, accompanied by cost estimates and possible implementation strategies, will hold the potential to contribute to strengthening the multi-modal nature of Provincetown's expanding transportation network, evaluating the feasibility of previously identified actions and bringing these concepts into conversation with on-the-ground conditions. The immediate outcome of the proposed feasibility study will be a preferred alternative concept for locating the displaced parking on Route 6 between Shank Painter Road and Conwell Street and locating a fully separated multi-use path adjacent to the roadway from Shank Painter Road to the Truro town line. The description of the preferred alternative will include a cost estimate and implementation steps, including permitting needs, design and engineering costs, and funding sources. The preferred alternative will be reviewed by the Provincetown Select Board, who may vote to pursue the described implementation strategy for any one of the alternatives. The eventual outcomes of the implementation of one of the identified alternatives may include the advancement of healthy, non-motorized transportation and recreational opportunities for all ages and abilities, including people with mobility challenges; maintenance of the economic benefit that public parking provides both to the Town and to its businesses; and strengthened community resiliency and efforts to reduce its vulnerability to flooding. The multi-use path and parking will be located within 500 feet of a 64-unit year-round affordable housing development located at 3 Jerome Smith Road.
