The purpose of this Request for Bids is to solicit proposals for a feasibility study for site readiness for two properties in Historic Downtown Stuart, Virginia. Funding for this plan is provided through an Industrial Revitalization Planning Grant (IRF Planning) from the Virginia Department of Housing and Community Development (DHCD).This is a collaborative project between Patrick County, local property owners, the Town of Stuart, and the West Piedmont Planning District Commission. Patrick County is soliciting Bids for a Feasibility Study for Site Readiness in Downtown Stuart Virginia. The primary purpose of the project is to support the urgent need for revitalization of an important corridor within Historic Downtown Stuart, Virginia. The Town of Stuart is the county seat for Patrick County, Virginia. Stuart recently completed (Spring 2023) a Downtown Revitalization plan for their historic district. This plan was funded by DHCD under the CDBG planning grant program, and blighted areas were identified as part of the plan. One of the largest blight corridors is the proposed properties to be studied with this IRF planning grant. These properties sit at the southern gateway into Downtown Stuart. Both properties are privately owned and qualify as both physically and economically blighted.
