The City of Weyburn (the City) is requesting proposals from qualified engineering firms to complete repairs, maintenance and additional inspection work at the Albert Douglas Dam, located southeast of Weyburn, Saskatchewan at the Nickle Lake Reservoir. This maintenance work is a result of the prioritized key findings and recommendations from the 2022 Dam Safety Review (DSR). The scope of work consists of the following parts: Part 1: Replacement of the radial gate wire ropes and seals and application of new sealant on all spillway construction joints to prevent water infiltration. Part 2: Develop and implement an operations and maintenance manual, an Emergency Response Plan and Emergency Preparedness Plan (in the case of a sudden failure of the Dam). Implement a dam safety management system appropriate to the dams classification. Conduct a detailed Public Safety Assessment with recommendations. Part 3: Perform a camera inspection of the spillway drain pipes to confirm if they are functioning properly and not plugged or crushed and inspection of the downstream riparian outlet conduit. Following inspection and confirmation that the riparian outlet pipe is in adequate condition, the riparian slide gate and riparian valve should be tested to ensure that they are operable. Part 4: Redesign of concrete stop logs to ensure the main service concrete spillway is maintained and can operate to its full design capacity. Part 5: Re-establish an instrumentation monitoring program starting in the fall of 2023. Part 6: Complete a freeboard assessment and inspection of the riprap upstream of the dam and downstream of the stilling basin and recommendation for repairs and/or addition of riprap if ongoing erosion is observed. Part 7: Develop a tailwater rating curve to confirm satisfactory performance of the stilling basin at the full range of flow conditions up to the IDF. Proponents may choose to bid on Part 1, Part 2, Part 3, Part 4, Part 5, Part 6, Part 7 or any combination thereof. The City reserves the right to award Part 1, Part 2, Part 3, Part 4, Part 5, Part 6 or Part 7 to separate Engineering firms and/or Contractors.
