Site work for a water / sewer project in Yorktown, Virginia. Completed plans call for site work for a water / sewer project.
The County of York, Virginia (Owner) is seeking the services of a professional contractor to furnish/provide a stream restoration on an unnamed tributary of Moore's Creek located between Lotz Acres Estate and Celestial Way (currently under development) Questions or comments related to this solicitation shall be directed to the Contract Officer not later than 1:00 p.m. on September 29, 2025. All questions shall be submitted in writing (email is preferred). Telephone inquiries will not be accepted. Scope of Work: The project will be a stream restoration project for an unnamed tributary of Moore's Creek. The work to be done will include regrading, clearing obstructions, establishment of timber/stone structures, building constructed wetland areas, as well as the creation of a crushed stone trail. Cutting of trees will be the first task to align with clearing limits from the United States Army Corps of Engineers. Notice to Proceed shall be issued with consideration of the Northern Long-Eared Bat restriction. This restriction requires that all tree removal occur between November 15, 2025 and April 1, 2026. This work shall consist of furnishing, placing, and maintaining construction layout stakes and installing monuments for the purpose of post-construction monitoring efforts, as specified in the Contract Documents, or as directed by York County or the Engineer. This section is provided as a supplement to HRPDC 105-5. The contractor shall be responsible for providing any HRPDC requirement not referenced herein. A. Contractor shall provide and have available to the project an adequate surveying staff that is competent and qualified to set all lines and grades needed to construct the stream restoration. B. Contractor shall make all field measurements necessary to stakeout the baseline of construction and lay out the lines and grades called for in the Contract Documents or as directed by York County or the Engineer. As described in the Contract Documents, the Contractor shall be responsible for setting the horizontal and vertical survey controls to lay out the lines of work, limits of grading, planting, and fill placement, and to stake out the location of all proposed structures. C. Only those benchmarks established by York County, Engineer, shown on the drawings, or established by an approved equivalent (Licensed Surveyor) shall be used for construction. The Contractor shall furnish the assistance for their preservation after being set. The Contractor shall be held responsible for their preservation. If, in the opinion of York County, the benchmarks are willfully or carelessly disturbed or destroyed by the Contractor or his/her employees, the entire cost of replacing them shall be charged against the Contractor and the cost shall be deducted from the Contractor's final payment. D. The Contractor shall, as part of the construction stakeout operation and before the mandatory preconstruction meeting and commencement of any clearing operations, demarcate the Limit of Disturbance (LOD), Limits of Clearing and Grading (LCG), as applicable, and/or wetlands and buffers, Waters of the U.S., and tree protection areas, to the satisfaction of York County. These areas will be verified by York County during the pre-construction meeting. E. Trees to be protected during construction will be identified by York County and the Contractor during the pre-construction meeting. All tree protection devices shall be installed before clearing and grubbing commences. F. Contractor shall notify York County once the stakeout or any phase of the stakeout is completed. York County will inspect the construction stakeout prior to the Contractor beginning clearing and grubbing activities. The purpose of the inspection is not to verify the stakeout, but to allow York County an opportunity to assess the lines established by the Contractor, prior to the start of construction. If there are obvious errors with the stakeout, the Contractor shall remedy all errors prior to the Contractor proceeding with construction. This inspection shall in no way relieve the Contractor of his/her/its responsibilities to construct the site as specified in the Contract Documents. As minor changes to existing grades may have changed since the survey was completed, it is the Contractor's responsibility to confirm existing grades and adjust quantities, earthwork, and work efforts as necessary at no additional cost to York County. This work shall consist of furnishing, hauling, maintaining, stockpiling, and installing non-woven geotextile fabric throughout the project as specified in the Contract Documents, or as directed by York County. This work shall consist of furnishing, transporting, maintaining, stockpiling, and installing coir fiber matting on all slopes which will not receive additional stabilization techniques and at other locations designated in the Contract Documents, or as directed by York County. This work shall consist of maintaining and diverting stream flow for the purpose of isolating work areas when construction activitiestake place within the stream channel asspecified in the Contract Documents, or as directed by York County. In addition, this work shall consist of dewatering work areas when water pools in/near excavated areas and drying of saturated material to within 2% of optimum moisture content prior to placement of compacted structural fill. Earthwork shall consist of performing all operations necessary to excavate and transport all material, process material as required, deposit, place, and compact material in accordance with the grades as shown on the plans or as directed by York County. Such earthwork shall include the loosening, removing, loading, transporting, stockpiling, depositing, and compacting in its final location of all materials wet and dry, as required for the purposes of completing the work. All earthwork shall conform to the HRPDC construction standards, Section 303, unless otherwise specified herein. This work shall consist of furnishing, transporting, stockpiling, maintaining, and placing of rock constructed riffle with log rollers and buried vegetated riprap, as specified in the Contract Documents, or as directed by York County. This work shall consist of furnishing, transporting, stockpiling, maintaining, and placing Reinforced Streambed Material (RBM / Reinforced Bed Material) to be utilized for construction of plunge pools and high flow channels in and along the stream and at other locations designated as specified in the Contract Documents, or as directed by York County. Reinforced Streambed Material shall be placed along the full length of the stream channel as indicated in the Contract Documents, or as directed by York County. This work shall consist of the installation of live fascine bundles (brush material) and coir fiber matting to build and reinforce the bank of the channel. The layering of live brush material and topsoil with an erosion control blanket creates a stable interlocking matrix, which will serve to prevent future degradation to the channel. This work shall consist of the installation of riprap beneath a layer of topsoil and coir matting, to build and reinforce the banks along the stream channel. The structural and vegetated aspects of this design promote slope stability while decreasing the likelihood of future channel degradation. A. This work shall consist of furnishing, transporting, stockpiling, and installing trees and shrubs to complete the work for the panting plan as specified in the Contract Documents, or as directed by York County. B. Prior to start of work, the Contractor shall submit a proposed planting schedule, including source of plant material, to York County for review. No work shall be performed until this schedule is approved by York County. C. York County may request the Contractor to stake the location of individual plants within the approved Planting Zones. A. This work shall consist of furnishing, transporting, stockpiling, and installing all herbaceous permanent seeding for the Planting Zones as specified in the Contract Documents, or as directed by York County. B. Prior to start of work on this item the Contractor shall submit all herbaceous permanent seeding paperwork, to include shipping invoices, seed bag tickets for the herbaceous permanent seed mixes to be installed and the source of the seed to York County for review. No work shall be performed until the seeding paperwork is approved by York County.
