Site work for a civil project in Highlands, Texas. Completed plans call for site work for a bridge / tunnel; and water / sewer project.

The project consists of the removal of an existing wooden bridge, installation of a new access culvert across Harris County Flood Control District Channel 0119-00-00, installation of a sheet pile retaining wall, grade repairs and erosion protection installation, installation of a metal shed with a concrete foundation, and installation of various electrical conduits and instruments. The work of this Contract is based upon an identified need to replace the existing access point to the Highlands Reservoir, repair the extensive erosion occurring around a vital control structure of the SJRA Highlands system, and install automated control capability to improve operations. An Engineers Opinion of Probable Construction Cost (OPCC) has been generated by the Principal Architect/Engineer (A/E). If an award is made, the actual Contract amount may vary. The Engineers OPCC for this project is $500,000. This OPCC does not include any alternates, extra unit price items, or allowances shown on the Proposal Form. Deadline for Questions and Inquiries: 11:00 AM CST June 13, 2023 Addendum Deadline: 11:00 AM CST June 19, 2023 Earliest Award by Owner: July 2023 Anticipated Construction Start: August 2023 The Owner requires a person who submits a Proposal to submit a certified or cashiers check on a responsible bank in the state equal to five percent (5%) of the total amount of the Proposal, or a bid bond equal to five percent (5%) of the total amount of the Proposal issued by a surety legally authorized to do business in this state, as a good faith deposit to ensure execution of the Contract. For a Contract for more than $250,000, the Owner must accept a bid bond in the amount required by the Owner as a Proposal deposit. If the successful Respondent fails or refuses to enter into a proper Contract with the Owner, or fails or refuses to furnish the payment and performance bonds required by law, the Respondent forfeits the deposit. The Proposal Security will serve as guarantee that Respondent will enter into a Contract and execute Performance, Payment and other required bond forms furnished by the Owner within ten (10) business days of notice of intent to award Owner reserves the right to reject any and all Proposals, to waive any and all formalities and irregularities and to negotiate Contract terms with the successful Respondent, and the right to disregard all non-conforming, non-responsive, unbalanced or conditional Proposals. Also, Owner reserves the right to reject the Proposal of any Respondent if Owner believes that it would not be in the best interest of the Owner to make an award to that Respondent, whether because the Proposal is not responsive or the Respondent is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by Owner. In evaluating Proposals, Owner will consider the qualifications of the Respondents, whether or not the Proposals comply with the prescribed requirements, time of construction, and such alternates, unit prices and other data as may be requested in the Proposal Form or prior to the notice of intent to award.
