All questions about the meaning or intent of the Bidding Documents shall be submitted in writing to the Engineer via the Tighe & Bond website for bidding document distribution at: http://www.tighebond.com/Projects_Out_to_Bid.php 6.2 Prospective bidders must be registered users of the web site to submit questions regarding the project. In order to receive consideration, questions must be received by Engineer at least five days prior to the date fixed for the opening of Bids. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda to all parties recorded by Engineer as having received the Bidding Documents not later than three days prior to the date fixed for the opening of Bids. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
