Renovation of a residential development in Moline, Illinois. Completed plans call for the renovation of a residential development.
The City of Rock Island is requesting bids from contractors for a rehabilitation project at a house located at 1701 5th Street. This owner-occupied property will be undergoing rehabilitation using Housing and Urban Development (HUD) funds to ameliorate deteriorating and deteriorated conditions. All work shall be subject to HUD 35.930 and Environmental Protection Agency (EPA) regulations. Contractors who are interested in this project will need to schedule a site visit with the homeowner, Valencia Metcalf, by calling them at 309-292-1219, prior to submitting the bid. All questions shall be directed to the Construction Officer at 309-732-2906. Scope of Work The bidder shall submit a project plan using the design standards below that is in compliance with all applicable HUD, EPA, and State of Illinois regulations as well as all local building and zoning codes. The plan must include a clear project timeline and budget with line item costs. The contractor shall act as the general contractor for the project using subcontractors as required. Subcontractors that will be required should be clearly identified in the project plan. Contractors bidding on this work must carry a current State of Illinois Lead workers and Supervisors license or hire a company that carries those licenses in order to abate LBP. Contractor is also required to give a 7-day notice to the IL State Health department on the start date. Set up containment around each window being removed inside and outside on the first floor. Remove sashes and stops on windows, C1,C2,D1,D2,D3,A1,A 2, B1,B3,& B2. Replace the windows with vinyl frames and sashes. Insulated between old frames and new window units. Remove the Basement Sashes and stops from the windows with inside and outside containment system in place. BC1,BB2,BD1, & BD2 al shall be grouted in and existing wood that’s left exposed on frames be covered in white break metal. The two attic windows will not be replaced during this scope of work. Wet sand and wet scrap front porch house wall A, half wall C,B& D. Spot prime and paint with 25-yr exterior acrylic white paint. Wet scrape and wet sand loose paint of the grey porch decking. HEPA vacuum and wet wipe to clean the surface free of debris, sport prime and paint 2 coats with acrylic exterior floor paint. Bathroom walls A,B,C,D prep contain LBP debris from the prep work. Spot prime and paint walls and ceiling with 25-yr quality latex. The Hallway outside the bathroom celling will follow same protocol’s list above and Spot primed then painted. Window Replacement building permit is required. Alternative specifications shall be considered only if they are clearly justified, cost effective, and meet all project objectives. The contractor shall have 30 days to complete the work from the date of contract signing. Change work orders over the course of the project are strongly discouraged. Preparation of Bid Each bid must be submitted on paper and delivered in a sealed envelope. Said envelope shall be clearly labeled with “ENCLOSED: 2630 8 ½ Avenue.” The bid must clearly address all requirements as described above. The cost of the work must be separated into line items with individual costs in addition to providing a total project cost. Labor costs and material costs must be clearly delineated. The company name, federal tax ID number, Duns number, contact person, email, phone number, and a date with signature are all required as well. Federal, State, and Local Reporting Compliance The contractor shall provide financial and programmatic information as required by the City of Rock Island to comply with all Federal, State, and local law reporting requirements. The contractor shall also adhere to all applicable Federal, State and local regulations including but not limited to the following. • US Department of Housing and Urban Development (HUD): 24 CFR 35 • US Environmental Protection Agency (EPA): 40 CFR 745 • US Occupational Safety and Health Administration (OSHA): 29 CFR 1926
