First Ave., Suite 1300 Spokane, WA 99201 Dean Algeo, Sr. Electrical Engineer, Project Manager (509) 838.9020 SUBCONTRACTOR LISTING For bid proposals exceeding $1M, each bidder shall submit: SUBMITTAL(S): Form A, (HVAC, Plumbing, Electrical): submit with Bid Proposal or within one hour after bid submittal time/date. Form B (Structural Steel Install, Rebar Install): submit within 48 hours after bid submittal time/date. Following a brief overview presentation of the project by the owner and engineer, attendees will be will be guided through a walking tour of the project site. Note: Hard hats are required. WORK DESCRIPTION: EWU takes primary power from the City of Cheney and has their own medium voltage system to distribute power throughout their campus. Included in the existing medium voltage system are many sub-grade medium voltage vacuum switches which are reaching end of life and have several other environmental and maintenance issues. The purpose of this project is to replace specific existing sub-grade medium voltage vacuum switches with new grade level pad-mounted, air-insulated medium voltage switches to address equipment end of life issues and provide better maintenance access to the equipment. In addition, existing pad mounted transformers will be modified under this project to have externally mounted oil sample test ports installed. There will be landscape, hardscape, and vault work included in the scope as required to support the indicated electrical scope. Refer to the project documents for complete required scope. Outages will be required. Coordinate all outages with owner and structure all work minimizing impacts to building occupants. C&P will be receiving sealed bids electronically through the B2Gnow system link and search for the project number - name listed above. Bidders are required to register and create an account in the EWU C&P Contractor Diversity Management System (B2Gno) to submit an electronic bid Additionally, all Public Works Bid Openings will be conducted via live stream on Zoom. A link to the live stream for bid opening can be found above. Contractors and the public will not be allowed on campus to watch the bid opening in person. We will strive to begin bid opening live streams within 30 minutes of the bid closing and appreciate your patience as we deploy this new process. In order to submit a bid, ALL BIDDERS MUST have an account in the B2Gnow system to be included on the official plan holders list. By following the project, you will be added to the plan holders list which ensures notification of addenda and Q&A. The Contractor that is awarded the project will be responsible for printing all documents necessary for performing the work. Please direct questions regarding this project to the Consultant listed above. Within 72 hours following the bid opening, results will be available. The "Effective Date" for this project is the Bid Form due date above. The applicable prevailing wage rates maybe found on the Department of Labor and Industries website located. Mandatory 15% apprentice labor hours of the total labor hours are a requirement of the construction contract. Voluntary workforce diversity goals for this apprentice participation are identified in the Instructions to Bidders and the General Conditions for Washington State Facility Construction. Bidders may contact the Department of Labor & Industries, Apprenticeship Section, to obtain information on available apprenticeship programs In accordance with RCW 39.30.060, if the base bid and the sum of the alternates (if applicable) combined together reach one million dollars or more, the Bidder is required to provide the names of the Subcontractors with whom the Bidder will directly subcontract for the performance of heating, ventilation and air conditioning (HVAC), plumbing and electrical for this project on Subcontractor List Form A within one hour of the bid submittal time by adding the document to your bid submitted. The Bidder shall also provide names of the Subcontractors with whom the Bidder will subcontract for structural steel installation and rebar installation on Subcontractor List Form B within 48 hours of the bid submittal time by adding the document to your bid submitted. Supplemental Bidder Responsibility will be evaluated for this project. In determining Bidder responsibility, the Owner shall consider an overall accounting of the criteria set forth in "DIVISION 00 SUPPLEMENTAL RESPONSIBILITY CRITERIA". Voluntary numerical Diverse Business goals of 10% MBE, 6% WBE and 5% Washington Small Business, and 5% Veterans have been established for this project. Achievement of the goals is encouraged. Bidders may also utilize Washington Small Businesses registered in WEBS and Veteran-owned Businesses.
