Site work and paving for a mixed-use development in Elyria, Ohio. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

The Contractor shall furnish all labor, equipment, supplies, and supervision of labors necessary, to complete the reconstructing/road diet of approx. 1.33 miles of Cleveland St. from Hawthorne St. to Gulf (B)Rd., E. Bridge St from Gulf Rd. to Broad St. and Broad St. from E. Bridge St. to Cedar St. (B)Construction shall include the following activities; partial & full depth asphalt pavement reconstruction, new concrete curbs, new ADA compliant curb ramps, new concrete sidewalks, new (B)traffic pavement markings & signage, new traffic control signal improvements and other incidental items included in the project plans and specifications; in the City of Elyria, Lorain County, Ohio. All bidders shall be ODOT pre-qualified. Questions regarding the project should be emailed to engineer@cityofelyria.org. All bidders shall submit bid security with their bid in accordance with ORC 153.54 as detailed in the Instructions to Bidders in the bid specifications The bid must be accompanied by a bid guaranty. The bid guaranty must meet all requirements of Section 153.54 of the ORC and the Instructions to Bidders The contractor will have until November 1, 2024 to complete the work in all respect and open all lanes to traffic All questions about the true meaning or intent of the bidding documents are to be directed to the Engineer in writing. Interpretations or clarifications considered necessary by the Engineer in response to such questions will be issued by addenda, either mailed, faxed, emailed or hand delivered to all parties recorded by the Engineer as having received the bidding documents. 8.2 An addendum may also be issued by the Engineer to modify the bidding documents as deemed advisable by the City. 8.3 Any bidder may not rely upon any interpretation of the bidding documents by any means other than a written addendum. DBE PARTICIPATION GOALS (Subcontracts, materials, supplies) have been set on this project for those certified as DBE's in accordance with the TEA 21 (1998) and 49 CFR, Part, and qualified to bid with ODOT under Chapter 5525 of the Ohio Revised Code (O.R.C.). At least 8% participation of Disadvantaged Business Enterprises (DBE) must be utilized in the project The contractor and any subcontractor must comply with the prevailing wage rate requirements on public improvements as determined by the Secretary of Labor in accordance with Federal-Aid requirements. Wage rates are set forth in the U.S. Department of Labor wage decision No. OH20210001, 01/22/2021and can be found at website S: All work shall be carried out in compliance with all federal, state and local laws, rules and regulations that apply to the work. Any project specification item in conflict with a federal, state, or local law, rule or regulation, shall be void. The Bidder (Prime Contractor) shall be certified by State of Ohio, Department of Transportation for similar Highway Construction Projects. A Copy of Certificate of Qualification should be attached with the sealed Bid. AFFIRMATIVE ACTION:AII bidders must comply with the provisions of Chapter 167 of the Elyria Codified Ordinances as amended. Bidders must be pre-certified or submit an acceptable Affirmative Action Plan with the bid submission. No contract will be awarded unless an acceptable Affirmative Action Plan is reviewed by the EEO Office, approved and incorporated into the contract. Each bidder must complete and sign the Elyria Equal Employment Opportunity Clause, which is included with the specifications. BID FORMS: No Bid will be considered unless it is made on the blanks furnished by the City. No bidder shall take any exception to any requirement of the specifications. Each Bid must contain the full name of the party or parties submitting the Bid and all (B)persons interested therein. AWARD OF CONTRACT The City reserves the right to waive any technicalities or informalities, to reject any or all bids received, and to accept any bid with any combination of alternates which is deemed most favorable to the City of Elyria, Ohio at the time and under the conditions stipulated in the project documents.
