DESCRIPTION The City of Williamsport is putting out a solicitation for REQUESTS FOR PROPOSALS from interested A/E firms for Williamsport Levee Relief Well Design Services. Proposal submittals MUST be done electronically, via this PennBid Advertisement. Interested firms are strongly encouraged to ask any and all questions for this RFP in the built-in clarifications section of PennBid. If adequate interest from firms does not occur during the advertised timeframe, then the City may extend the proposal submittal period, at their discretion. There are multiple documents/files in the "Documents Folder" to assist preparation of a proposal. Additional information may be added to this solicitation as requested by Design Firms to assist in preparing proposals. If this occurs, it will be documented here, added to the solicitation, and notifications will be sent out. On 6-13-2023, I added an extra file (EXTRA INFO - 150266 - Williamsport Levee rpt – FINAL), levee relief well testing results. This report has much pertinent info on the existing relief wells in the City: depths, sizes, locations, etc The City of Williamsport’s Levee system is comprised of a Northwest Segment and a Northeast Segment. These segment locations can be seen clearly on the plan views enclosed. Also enclosed are Google Earth shapes that show where current levee relief wells are located. It is important to note that this RFP is for the City of Williamsport’s Levee Relief wells ONLY, and does not include any design services for seepage relief wells for the South Williamsport Levee system. The City of Williamsport recently employed the services of nationwide flood control industry experts from the USACE whom visited the City to assess the condition of our entire levee system. This assessment by the them yielded the collaborative conclusion that our relief well system should be redesigned based on current day design standards set forth by the USACE, as opposed to well upgrades/replacements based on the original levee design from 1940s, 1950s, which directed simple “replace/rehab in kind” of existing wells. The City has approximately 102 levee relief wells, and to date approximately half of these were set for rehabilitation or replacement due to their current poor condition based on hydraulic testing and inspection results. Design should be per USACE EM 1110-2-1914, and any supplements thereto. Note that USACE involvement and close coordination will be required, as well as coordination with the City of Williamsport. New design should take seepage into account, for the entire system (Northeast & Northwest), focusing on optimizing well locations, sizes, and quantities for the most cost effective and safe seepage control design. Standard suggested info for a Request for Proposal is desired: Company qualifications, 2) Similar relevant experience, 3) key personnel of you team (including PM, and lead engineer roles), 4) Understanding of the task. Note that the selection of the awarded firm by the City of Williamsport will be based on Cost and Qualifications, and a weighted scoring method likely be used to select the winning proposal. Therefore, selection will likely be based on: Total anticipated cost for design services Qualifications of the A/E firm to perform their work The City is Requesting a Full Scope of Services from interested firms, along with any legal agreements/details required for a successful, executable contract between the firm and the City. There is no formal standalone RFP document(s). This write-up serves as that document. The City reserves the right to reject any and all proposals.
